农业保险财政补贴运行机制及政策建议——基于国际经验的思考

【摘要】：中国的农业保险财政补贴工作试点以来,在农业保险财政补贴体系方面取得巨大成就,同时也存在着诸如保费补贴比例低且缺乏差异化、经营费用补贴不到位、再保险体系不健全和税收优惠力度小等问题。为促进农业保险普遍可得、农民可支付和保险公司的经济可持续,美国、日本等国家形成以针对农民的保费补贴和针对保险公司的经营管理费补贴为主体,以再保险支持为核心的双向财政补贴机制,形成了完善、独具特色的农业保险财政补贴运作机制。他山之石,可以攻玉,借鉴美国、日本等国家农业保险财政补贴制度方面的成功经验,对进一步完善我国农业保险业务有效需求和供给机制、健全农业保险市场的补贴机制具有十分重要的理论与实践意义。
[Abstract]:Since the experiment of agricultural insurance financial subsidy work in China, great achievements have been made in the agricultural insurance financial subsidy system. At the same time, there are also some problems, such as low proportion of premium subsidies and lack of differentiation, and operating expenses subsidies are not in place. Re-insurance system is not perfect and tax incentives are small and other issues. In order to promote the universal availability of agricultural insurance, farmers can pay and the insurance companies are economically sustainable, the United States, Japan and other countries have taken the insurance premium subsidies for farmers and the operating and management fees subsidies for insurance companies as the main bodies. The bidirectional financial subsidy mechanism with reinsurance support as the core has formed a perfect and unique operating mechanism of agricultural insurance financial subsidy. In order to further improve the effective demand and supply mechanism of agricultural insurance business in China, we can learn from the successful experience of the agricultural insurance financial subsidy system in the United States and Japan. It is of great theoretical and practical significance to perfect the subsidy mechanism of agricultural insurance market.
