内蒙古包头市土默特右旗农村养老保障问题研究

【摘要】：养老保障是惠及广大农民的重要社会保障。中国现在的具体情况是老龄化水平不断提升,老人对社会养老保障的需求持续增加,也越来越迫切,但是现行的养老保障机制和民众不断增加的需要并不一致,构建科学合理的养老保障机制这一重任显得更为紧迫。养老保障要有充足的经济支持,其资金来源形式多元,要确保参保资金的充足就要持续改进社会保障的融资方式,并对养老保障金给予科学管理与合理应用。现在农村养老保障机制位于社会化发展阶段的中间区域,其内容众多,涵盖范围不断增大,在其社会化发展阶段政府明确其职责,要在众多层面给予支持与协助,成为农村养老保障机制的重要保障力量。本文基于中国农村养老保障现状,从土右旗的具体情况出发,发现其存在的问题,分析具体原因,进而给出改进对策。 本文以内蒙古包头市土默特右旗为视角,从该旗农村养老保障的现状出发,考察了其存在的问题,指出当前该旗农村养老保障存在的主要问题是参保资金来源、监督管理机制、农民养老观念与价值理念转变等问题。本文认为,其产生问题的具体原因主要是养老保障缺少财政资金投资保障、没有完善的公共政策作保障、政府在农村养老保障中职责不明以及农民认识上的误区等。论文最后对健全该旗农村养老保障机制给出一些可行性建议,指出应该进一步加强农村养老保障理论研究和舆论宣传,转变全旗农民养老观念；准确界定政府在养老服务中的职责,拓宽养老保障金来源,构建符合农村实际的养老组织与相应的监管机制,形成一支高素质的老龄化人口服务队伍,提高服务水平,建立有效的农村养老保障机制。
[Abstract]:Endowment security is the important social security that benefits broad farmer. The specific situation in China now is that the level of aging is constantly rising, and the demand for social security for the aged continues to increase and become more and more urgent. However, the current old-age security mechanism is not consistent with the increasing needs of the public. It is more urgent to construct a scientific and reasonable pension system. The old-age security should have sufficient economic support, and its source of funds is diverse. In order to ensure the adequacy of the insured funds, we must continuously improve the financing methods of social security, and give scientific management and reasonable application of pension funds. At present, the rural old-age security mechanism is located in the middle area of the socialized development stage, and its contents are numerous and the scope of coverage is increasing. In the stage of its socialized development, the government clearly defines its responsibilities, and should give support and assistance at many levels. Become the important safeguard force of rural endowment security mechanism. Based on the present situation of rural old-age security in China, this paper finds out the existing problems, analyzes the specific reasons and puts forward the improvement countermeasures from the concrete situation of Tuyong Banner. From the perspective of Tumert right Banner in Baotou City, Inner Mongolia, this paper investigates the existing problems of the rural old-age security system in this banner, and points out that the main problems in the rural old-age security system are the source of the insured funds and the supervision and management mechanism. Peasant endowment idea and value idea change and so on question. This paper holds that the main reasons for the problems are the lack of financial guarantee and investment, the lack of perfect public policy, the unclear responsibility of the government in rural old-age security and the misunderstanding of farmers' understanding, etc. Finally, the paper gives some feasible suggestions to improve the rural old-age security mechanism, and points out that we should further strengthen the rural old-age security theory research and public opinion propaganda, and change the concept of the old-age support of the whole flag farmers; Define the responsibility of the government in the old-age service, widen the source of the old-age security fund, construct the pension organization and the corresponding supervision mechanism, form a high-quality aging population service team, improve the service level. Establish an effective rural old-age security mechanism.
