邵阳县农民参加新型农村社会养老保险的意愿研究

【摘要】：新型农村社会养老保险实行个人缴费、集体补助、政府补贴相结合的筹资结构,是社会统筹与个人账户相结合的社会保障制度,更是一项让我国亿万农村居民广为受益的新制度。建立健全新型农村社会养老保险制度,保障农民老年基本生活,逐步实现广大农村居民“老有所养”目标,对促进社会公平正义、破除城乡二元结构、逐步实现基本公共服务化等均具有重要意义。本文以实现新农保制度供给与农村居民实际养老需求的目标要求为出发点,运用微观计量方法,对邵阳县二百多农民参保意愿影响因素进行研究,发现农民的参保意愿受年龄、健康状况、受教育程度、家庭收入主要来源、家庭人均年收入、家庭劳动力数、家庭儿女数、对新型农村社会养老保险是否了解、对新型农村社会养老保险是否认可、新型农村社会养老保险参保缴费是否便利、领取养老金是否便利等因素的影响,结合邵阳县社会经济发展水平和新农保的运行状况,提出加大政府财政投入、加强新农保政策宣传、努力发展当地经济、建立和完善基层服务体系、建立健全监管运行机制、加强新农保与其他养老制度的兼容、提高农民素质等建议来提高农民的参保意愿。
[Abstract]:The new rural social endowment insurance implements the financing structure of the combination of individual payment, collective subsidy and government subsidy. It is a social security system that combines social planning with individual account. It is also a new system that benefits hundreds of millions of rural residents in our country. To establish and improve the new rural social endowment insurance system, to ensure the basic livelihood of the old peasants, to gradually realize the goal of "a sense of security" for the vast number of rural residents, to promote social fairness and justice, and to break down the dual structure between urban and rural areas, It is of great significance to gradually realize the basic public service. In this paper, based on the realization of the new rural insurance system supply and rural residents' actual demand for the aged as the starting point, using the micro measurement method, the paper studies the factors that affect the willingness of more than 200 farmers to participate in the insurance in Shaoyang County, and finds that the farmers' willingness to participate in the insurance is affected by the age. Health status, education level, main sources of family income, per capita household income, family labor force, number of family children, whether to understand the new rural social endowment insurance, and whether the new rural social old-age insurance is acceptable, Based on the influence of factors such as whether the new rural social old-age insurance is convenient to participate in the payment of pension and whether it is convenient to receive the pension, combined with the level of social and economic development in Shaoyang County and the operating status of the new rural insurance, it proposes to increase the government financial input. Strengthen the propaganda of the new rural insurance policy, strive to develop the local economy, establish and perfect the grass-roots service system, establish and perfect the supervision and operation mechanism, strengthen the compatibility between the new rural insurance and other pension systems, Improve the quality of farmers and other suggestions to improve the willingness of farmers to participate in insurance.
