转型时期寿险公司全面风险管理体系研究

【摘要】:未来10到20年,仍然是我国保险业发展的重要战略机遇期。但从行业发展的阶段性特征看,保险业的外部环境和自身条件都发生了变化。经济全球化日益深刻,金融业混业经营成为发展主流,金融市场竞争更加激烈,行业发展方式亟待转型,保险业特别是寿险业开始处于深度调整期和矛盾凸显期,行业发展或将进入平缓增长阶段,行业长期粗放发展积累的矛盾和问题可能集中爆发。 在寿险业步入转型期的大背景下,本论文对转型期寿险公司可能面临的风险进行了全面、系统地分析和梳理,并探索性地引入全面风险管理框架,构建了转型期寿险公司的全面风险管理体系。 首先,本文全面分析了转型期寿险公司面临的主要风险。通过对寿险公司的风险特征以及转型期寿险公司的经营特点的分析,本文提出了转型期我国寿险公司将面临费率市场化改革带来的风险、投资渠道多元化带来的风险、集团化带来的风险和集约化带来的风险等挑战。 其次,本文构建了转型期寿险公司的全面风险管理体系。通过分析寿险公司传统风险管理模式的不足,本文认为构建全面风险管理体系势在必行,而实行全面风险管理的前提在于全面风险管理的组织架构是否与风险管理的要求相匹配。进一步,,本文提出了从设立专门的风险管理机构和多层次的风险管理层级、明确风险管理职责分工、加强公司内部的信息沟通协调等方面构建全面风险管理体系的组织架构,并且针对转型期寿险公司面临的定价风险、投资风险和运营风险等主要风险提出了对应的管控措施。 最后,本文提出了构建全面风险管理体系的关注点和政策建议。本文提出在构建全面风险管理体系时要把握风险的关联性和整体性、宏观经济的波动性、关系行业长远发展的改革政策以及对全面风险管理体系进行动态调整等关键点。并从营造有利于的风险管理环境、科学设定全面风险管理目标和管理策略、建立健全风险识别和预警机制、提高风险管控水平、完善风险内控组织架构和建立风险管理事后评价和持续改进机制等方面对寿险公司构建全面风险管理体系提出了建议。
[Abstract]:In the next 10 to 20 years, China's insurance industry is still an important strategic opportunity period. However, the external environment and its own conditions of the insurance industry have changed in terms of the stage characteristics of the development of the industry. With the deepening of economic globalization, the mixed operation of the financial industry has become the mainstream of development, the competition in the financial market has become more intense, the mode of development of the industry is in urgent need of transformation, and the insurance industry, especially the life insurance industry, is beginning to be in a period of deep adjustment and prominent contradictions. Industry development may enter a stage of slow growth, industry long-term extensive development accumulation of contradictions and problems may erupt. Under the background of the life insurance industry stepping into the transition period, this paper makes a comprehensive, systematic analysis and combing of the risks that may be faced by the life insurance companies in the transition period, and introduces the comprehensive risk management framework in an exploratory way. The comprehensive risk management system of life insurance companies in the transition period is constructed. First of all, this paper comprehensively analyzes the main risks faced by life insurance companies in the transition period. Based on the analysis of the risk characteristics of life insurance companies and the management characteristics of life insurance companies in the transitional period, this paper puts forward that the life insurance companies in China will face the risks brought by the marketization of the rates and the risks brought by the diversification of investment channels during the transition period. The risks brought about by the collectivization and the risks brought by the intensification, and so on. Secondly, this paper constructs the comprehensive risk management system of life insurance companies in the transition period. By analyzing the shortcomings of the traditional risk management model of life insurance companies, this paper holds that it is imperative to build a comprehensive risk management system. The premise of implementing comprehensive risk management is whether the organizational structure of overall risk management matches the requirements of risk management. Furthermore, this paper puts forward the organizational structure of the overall risk management system from the aspects of setting up a special risk management organization and multi-level risk management level, clarifying the division of responsibilities of risk management, strengthening the information communication and coordination within the company, etc. At the same time, the paper puts forward the corresponding control measures for the pricing risk, investment risk and operation risk faced by life insurance companies in the transition period. Finally, this paper puts forward the concerns and policy recommendations for the construction of a comprehensive risk management system. This paper puts forward some key points such as the relevance and integrity of risk, the fluctuation of macro economy, the reform policy related to the long-term development of the industry and the dynamic adjustment of the overall risk management system in the process of constructing a comprehensive risk management system. And from creating a favorable risk management environment, scientifically setting the overall risk management objectives and management strategies, establishing and improving the risk identification and early warning mechanism, improving the level of risk control, Some suggestions are put forward for life insurance companies to build a comprehensive risk management system from the aspects of perfecting the internal risk control organization structure and establishing the post-evaluation and continuous improvement mechanism of risk management.
