从争论到认同:养老金改革的国际实践及启示

【摘要】：自20世纪80年代开始,人口老龄化趋势的加快对各国公共养老金造成了巨大的冲击,国际上掀起了养老金改革的风潮与争论。21世纪以来,多元化养老体系在各国构建实践过程中也逐步得到国际社会的普遍认同。国际养老金改革的实践和经验对完善我国养老保障体系具有非常重要的启示意义:首先,逐步完善多元化养老金体系,促进DB与DC计划共同发展;其次,进一步深化公共养老金改革,不断拓广其覆盖面;最后,促进企业年金和职业年金的发展,使其能真正成为养老保险体系的第二支柱。
[Abstract]:Since the 1980s, the accelerated trend of population aging has caused a huge impact on public pensions in various countries. Since the beginning of the 21st century, there has been a wave of pension reform and controversy in the world. The diversified pension system has been gradually accepted by the international community in the process of construction practice. The practice and experience of the international pension reform have very important enlightenment significance to perfect the pension security system of our country: first, to perfect the diversified pension system step by step, to promote the DB and the DC plan to develop together; secondly, Further deepen the reform of public pension and expand its coverage; finally, promote the development of occupational pension and enterprise annuity, so that it can become the second pillar of the pension insurance system.
