我国农业保险保费补贴资金使用效果评价:方法与证据

【摘要】：我国中央财政农业保险保费补贴已实施十年,客观评价保费补贴效果具有重要意义。本文构建了保费补贴资金使用效率指标和评价方法,运用2007-2016年农业保险统计数据,在估算农户自缴保费的基础上,分析了我国保费补贴的转移支付效应与补贴资金的使用效率。结果表明,2007-2016年期间,我国农户平均每支付1元保费,就能得到2.93元的损失补偿;但政府平均每提供1元保费补贴资金,农户仅获得约0.91元保险赔款,即政府财政补贴资金不仅没有带动更多资金参与农业风险损失补偿,而且补贴资金本身出现大量耗散,进一步按照本文提出的评价方法,也说明我国保费补贴资金的使用是缺乏效率的。为提高保费补贴资金使用效率,应适时调整保险费率,合理确定保险金额,加强补贴资金的监督管理,严格市场准入条件。
[Abstract]:Agricultural insurance premium subsidy has been implemented for ten years in central finance of our country. It is of great significance to evaluate the effect of premium subsidy objectively. Based on the statistical data of agricultural insurance from 2007 to 2016, this paper constructs the index and evaluation method of the utilization efficiency of premium subsidy funds, and analyzes the transfer payment effect of premium subsidy and the use efficiency of subsidy funds in China on the basis of estimating the premium paid by farmers themselves. The results show that in the period from 2007 to 2016, for every 1 yuan premium paid by the farmers in our country, the average loss compensation is 2.93 yuan, but for every 1 yuan premium subsidy fund provided by the government, the farmers only get about 0.91 yuan insurance indemnity. That is, the government subsidy funds not only did not drive more funds to participate in the agricultural risk loss compensation, but also the subsidy funds themselves appeared a large amount of dissipation, and further according to the evaluation method proposed in this paper, It also shows that the use of premium subsidy funds is inefficient. In order to improve the efficiency of the use of premium subsidy funds, it is necessary to adjust the premium rate at the right time, determine the insurance amount reasonably, strengthen the supervision and management of the subsidy funds, and strictly enforce the market access conditions.
