黑龙江省农村社会养老保险问题研究

【摘要】：中国的城市化建设是社会发展的必然产物，也是中国人民为之努力奋斗的发展目标，已然成为当今社会发展趋势。人口老龄化是每个国家经济发展和社会进步的必然发展阶段，也是农村养老保障面临的最严峻挑战。随着城市化进程的加快和我国人口老龄化的加剧，养老问题已经成为我国亟待解决的重要问题。黑龙江省是我国城市化水平较高的省份之一，城市化的迅速扩大，导致农民拥有的土地面积锐减，从而使农民失去了养老的物质基础。国家发放的养老保险补偿金和安置补偿费远远不足以抵消农民失去土地的损失。依照联合国对人口老龄化的衡量标准，黑龙江省早在2005年已进入人口老龄化阶段。作为解决农村居民养老问题的重要途径之一，完善农村社会养老保险已成为黑龙江省面临的重要课题。 论文首先回顾了黑龙江省农村社会养老保险制度的发展历程，并对其社会养老保险发展现状及存在的问题进行总结和归纳。当前黑龙江省农村社会养老保险发展主要存在以下问题：一是社会养老保险的覆盖面狭窄；二是保险资金筹集困难；三是缴费给农民带来负担；四是社会养老保险保障水平低；五是农村社会养老保险的管理水平低；六是城乡社会保障的投入差别过大。 其次，阐述了国内外养老保险的发展情况，与国内外较好的发展模式进行比较分析，，对国内的北京大兴区模式、烟台模式和苏州模式进行了阐述，对国外的美国、德国和日本的社会养老保险模式进行了阐述和总结，对他们的先进经验给予借鉴。 最后，针对黑龙江省农村社会养老保险的实际情况，在借鉴国内外其他养老保险模式经验的基础上，提出了促进黑龙江省农村社会养老保险发展的对策建议。论文可以为相关部门提供一定的政策参考，对于今后黑龙江农村养老保险的发展有一定的现实指导意义，另外可以为完善农村社会养老保障制度的理论体系、建立城乡一体化的社会养老保障制度提供理论依据。
[Abstract]:The construction of urbanization in China is the inevitable outcome of social development and the development goal for which the Chinese people strive. It has become a trend of social development. Population aging is the inevitable development stage of each country's economic development and social progress, and it is also the most severe challenge that rural old-age security faces. With the acceleration of urbanization and the aggravation of the aging population, the pension problem has become an important problem to be solved. Heilongjiang Province is one of the provinces with a high level of urbanization. The rapid expansion of urbanization has led to a sharp decrease in the land area owned by farmers, thus making them lose the material foundation for the aged. State pension compensation and resettlement compensation are far from enough to offset farmers' loss of land. According to the United Nations standard of population aging, Heilongjiang Province has entered the stage of population aging as early as 2005. As one of the important ways to solve the problem of rural residents' old-age pension, perfecting rural social old-age insurance has become an important subject in Heilongjiang Province. Firstly, the paper reviews the development course of the rural social endowment insurance system in Heilongjiang province, and summarizes the current situation and existing problems of the social endowment insurance system in Heilongjiang Province. At present, the main problems in the development of rural social endowment insurance in Heilongjiang Province are as follows: first, narrow coverage of social endowment insurance; second, difficulty in raising insurance funds; third, the burden of payment to farmers; fourth, low level of social old-age insurance; Fifth, the rural social endowment insurance management level is low, sixth, the urban and rural social security investment difference is too big. Secondly, it expounds the development of endowment insurance at home and abroad, compares and analyzes the better development model at home and abroad, expounds the domestic pattern of Daxing District in Beijing, Yantai and Suzhou, and the United States abroad. The model of social endowment insurance in Germany and Japan is expounded and summarized, and their advanced experience is used for reference. Finally, according to the actual situation of rural social endowment insurance in Heilongjiang province, based on the experience of other pension insurance modes at home and abroad, the paper puts forward some countermeasures and suggestions to promote the development of rural social endowment insurance in Heilongjiang province. The paper can provide some policy reference for the relevant departments, have certain practical guiding significance for the future development of Heilongjiang rural old-age insurance, in addition, it can perfect the theoretical system of the rural social old-age security system. The establishment of urban and rural integration of social old-age security system to provide theoretical basis.
