江苏省优秀运动员社会保险体系建设研究

【摘要】：近年来,江苏省竞技体育取得了巨大成就。为保证竞技体育的可持续发展,保障优秀运动员切身利益,必然要求高度重视并切实加强运动员社会保障工作。党的十八届三中全会明确提出要推进机关事业单位养老保险制度改革,加快健全社会保障管理体制和经办服务体系。社会保险是社会保障的核心内容,加强优秀运动员社会保险体系建设势在必行。本文借鉴相关研究成果,采用理论研究与调查研究相结合的方法,首先根据优秀运动员特点,结合社会保障理论,分析了江苏省优秀运动员社会保障体系建设现状和存在的问题。然后通过实证研究,归纳出4个方面的问题,包括社会保险险种不全、一体化程度不高,优秀运动员工资性收入较低,财力人力投入不足,运动员自身重视程度不够等。最后针对问题提出对策和建议：推进优秀运动员社会保险体系一体化建设、加快实施优秀运动员绩效工资、开源节流多渠道筹集资金、加强体育系统行业性保障、强化经办机构和人员力量。本文的创新之处：当前对事业单位社会保险体系,尤其是其中的优秀运动员社会保险体系建设的研究较少,而且已有的研究多是关注社会保障总体方面,而不是社会保险。本论文从优秀运动员社会保险体系建设角度进行研究,能够在一定程度上弥补这一领域的研究空白。同时,本论文所提出的对策建议,有助于完善运动员保障工作,有助于保护优秀运动员切身利益,有助于为江苏省体育行政管理部门科学决策提供参考,具有较强的实践意义。
[Abstract]:In recent years, Jiangsu Province competitive sports has made great achievements. In order to ensure the sustainable development of competitive sports and protect the vital interests of elite athletes, it is necessary to attach great importance to and strengthen the social security work of athletes. The third Plenary session of the 18th CPC Central Committee explicitly proposed to promote the reform of the old-age insurance system in the organs and institutions, and to speed up the improvement of the social security management system and the administrative service system. Social insurance is the core content of social security. It is imperative to strengthen the construction of social insurance system for elite athletes. Based on the relevant research results, this paper uses the method of combining theoretical research with investigation and research, first of all, according to the characteristics of elite athletes, combined with the social security theory, This paper analyzes the present situation and existing problems of the construction of social security system for outstanding athletes in Jiangsu Province. Then through the empirical research, we conclude four problems, including the social insurance is not complete, the degree of integration is not high, the income of excellent athletes is low, the financial resources and manpower investment is insufficient, and the athletes themselves pay less attention. Finally, the countermeasures and suggestions are put forward: to promote the integration of excellent athletes' social insurance system, to speed up the implementation of outstanding athletes' performance wages, to increase revenue and reduce expenditure through various channels to raise funds, and to strengthen the industry security of the sports system. Strengthen administrative organizations and personnel strength. The innovation of this paper: at present, there are few researches on the social insurance system of institutions, especially on the construction of the excellent athletes' social insurance system, and most of the existing studies focus on the overall aspect of social security, not on social insurance. From the perspective of the construction of excellent athletes' social insurance system, this paper can make up the research gaps in this field to a certain extent. At the same time, the countermeasures and suggestions put forward in this paper are helpful to improve the protection of athletes, to protect the vital interests of outstanding athletes, to provide a reference for the scientific decision-making of sports administrative departments in Jiangsu Province, and to have a strong practical significance.
