河源市城乡一体化医疗保险制度研究

【摘要】：医疗保险制度是我国当前社会保障方面极为重要的组成部分，是社会发展和稳定的基础。我国发展的当下，城乡二元分割的保险制度仍一直沿用，没有体现出城乡公平分配的原则，影响我国城乡一体化发展的同时亦不利于社会主义和谐社会的构建。本文依托经济高度发达的广东省作为城乡医疗保险制度的研究对象，选取广东省河源市作为研究的切入点，探求发达省份内欠发达城市的医疗保险制度体系构建。 结合我国当前社会的发展阶段，事关国民健康的医疗问题屡屡遭受国民质疑。“看病难”、“因病致贫”、“因病返贫”现象数见不鲜，城乡二元分裂的医保制度不仅阻碍社会保障工作的有序开展，更是有悖于我国公平公正的一体化建设原则。所以，通过分析和探讨当前医疗保险制度的具体实施情况，透过问题归纳方法，，为我国社会保障体系的合理化构建提出见解，这正是本文的题中之义。 该论文的指导思想和标准是三项制度和最新的医疗改革政策。依托每一项的医疗制度存在的问题，认真研究河源市的城乡医疗问题，探求医疗保险制度的新走向和科学的方法，进而结合政策、国家和我省的整体环境进行归纳整理，为城乡保险制度提供的科学解读和优化办法，为社会保障体系的建立贡献自己的绵薄之力。
[Abstract]:Medical insurance system is an extremely important part of social security in our country at present, and it is the foundation of social development and stability. In the present development of our country, the insurance system of urban-rural dual division is still in use, which does not reflect the principle of fair distribution between urban and rural areas, which affects the development of urban-rural integration and is not conducive to the construction of a harmonious socialist society. Based on the highly developed Guangdong Province as the research object of the urban and rural medical insurance system, this paper selects Heyuan City of Guangdong Province as the starting point to explore the construction of the medical insurance system in the less developed cities in the developed provinces. Combined with the current stage of social development in China, the medical problems related to the health of the people are often questioned by the people. "it is difficult to see a doctor", "cause poverty because of illness" and "return to poverty because of illness". The medical insurance system, which is divided between urban and rural areas, not only hinders the orderly development of social security work, but also runs counter to the principle of fair and just integration construction in our country. Therefore, through the analysis and discussion of the actual implementation of the current medical insurance system, through the method of problem induction, the author puts forward some opinions for the rational construction of the social security system in China, which is exactly the meaning of this paper. The guiding ideology and standards of this paper are three systems and the latest health care reform policy. Depending on the problems existing in each medical system, we should seriously study the urban and rural medical problems in Heyuan City, explore the new direction and scientific methods of the medical insurance system, and then combine the policy with the overall environment of the country and our province to sum up and sort out. The scientific interpretation and optimization of urban and rural insurance system contribute to the establishment of social security system.
