人口老龄化对城镇职工医保基金收支平衡的影响——基于2004-2015年省际面板数据的证据

【摘要】：该文基于2004-2015年省际面板数据,通过构建固定效应回归模型分析了人口老龄化对城镇职工医保基金收支平衡的影响。结果表明,2004-2015年期间,中国持续的人口老龄化对城镇职工基本医疗保险基金收支平衡有显著影响。在其他影响因素不变的情况下,人口老龄化每增加1个单位,人均职工医保基金支出和人均职工医保基金收入分别增加1.786个单位和1.315个单位,人口老龄化带来职工医保人均基金支出的增长幅度大于职工医保人均基金收入的增长幅度。延迟职工法定退休年龄、弱化职工医保个人账户、完善职工医保费用支付方式、提高职工医保基金统筹层次有助于缓解人口老龄化对职工医保基金收支平衡的冲击。
[Abstract]:Based on the inter-provincial panel data from 2004 to 2015, this paper analyzes the effect of population aging on the balance of income and expenditure of urban employees' health insurance fund by constructing a fixed effect regression model. The results show that the aging of the population in China has a significant impact on the balance of income and expenditure of the basic medical insurance fund for urban workers in the period from 2004 to 2015. Under the condition that other influencing factors remained unchanged, for every additional unit of population aging, the per capita health insurance fund expenditure per worker and the per capita income of the employee health insurance fund increased by 1.786 units and 1.315 units, respectively. The increase rate of the per capita fund expenditure caused by the aging of the population is larger than that of the per capita fund income. Delaying the legal retirement age, weakening the personal account of medical insurance, perfecting the payment method of medical insurance, and improving the overall level of medical insurance fund will help to alleviate the impact of aging population on the balance of income and expenditure of medical insurance fund.
