人口老龄化对农村养老保险制度的影响与对策研究

【摘要】：文章首先引入了人口老龄化的概念,并对我国农村人口老龄化现状及发展趋势进行了分析。通过对我国农村人口老龄化的发展趋势进行预测分析,进而提出我国未来几十年将持续农村人口老龄化的趋势。 通过分析我国建设国以来农村人口发展的几次重大历史变迁,提出我国农村养老保障制度在制度设计上和执行上都存在着一定的问题。其中制度设计上的问题主要包括现行制度社会性不足、监督管理体制不健全等方面,执行上的问题主要包括基金来源无法持续、基金保值增值困难等方面,随后对问题产生的五个原因做了具体分析。 人口老龄化对我国农村养老制度的影响是论文的核心内容。通过对我国人口老龄化现状进行系统的梳理和总结,提出我国农村人口老龄化现状是老年人口绝对数量大、农村老龄化速度加快、农村与城镇发展不均衡、老龄化区域分布不均衡等。造成这一现状的原因是国家计划生育政策的影响、老年人平均寿命延长以及农村流动人口的影响。农村人口老龄化对我国农村养老保险制度的影响主要包括对农村家庭造成经济的精神负担、地方财政的压力,最终导致影响到全国农村养老保险体系的建立。通过全面分析全国的农村养老保障体系一直难以形成的原因,指出了农村人口的老龄化是促使我国农村养老制度改革的重要因素。 介绍新型农村社会养老保险的基础理论之后,通过对比国外农村养老保险的经验获得了启示和借鉴,证明了在新的历史形势下实行新型农村养老制度的必要性与正确性,提出创新农村养老保障制度是历史的选择。 文章最后基于三种区域模式的经验,提出了完善在人口老龄化趋势下的农村养老保险制度的具体对策和配套措施。
[Abstract]:This paper first introduces the concept of population aging, and analyzes the present situation and development trend of rural population aging in China. Through forecasting and analyzing the development trend of the aging of rural population in China, this paper puts forward the trend that the aging of rural population will continue in the next few decades. Through analyzing several important historical changes of rural population development since the construction of our country, it is pointed out that there are some problems in the system design and implementation of the rural old-age security system in our country. The problems in system design mainly include insufficient sociality of the current system, imperfect supervision and management system and so on. The problems in implementation mainly include the unsustainable sources of funds, the difficulty of maintaining and increasing the value of the funds, and so on. Then the paper makes a concrete analysis of the five causes of the problem. The effect of population aging on the rural old-age system is the core of the paper. By systematically combing and summarizing the present situation of aging of population in our country, the paper points out that the present situation of aging in rural areas is that the absolute number of the aged population is large, the speed of aging in rural areas is quickening, and the development of rural and urban areas is not balanced. The regional distribution of aging is uneven. The causes of this situation are the influence of national family planning policy, the increase of life expectancy of the elderly and the influence of rural floating population. The influence of the aging of the rural population on the rural old-age insurance system in China mainly includes the mental burden on the rural families and the pressure of the local finance, which ultimately leads to the establishment of the national rural old-age insurance system. Through the comprehensive analysis of the reasons why the rural old-age security system has been difficult to form, it is pointed out that the aging of the rural population is an important factor to promote the reform of the rural old-age security system in China. After introducing the basic theory of the new rural social old-age insurance, this paper compares the experience of the foreign rural old-age insurance to obtain enlightenment and reference, and proves the necessity and correctness of the new rural old-age insurance system under the new historical situation. It is a historical choice to innovate the rural old-age security system. Finally, based on the experience of three regional models, the paper puts forward the specific countermeasures and supporting measures to improve the rural old-age insurance system under the trend of aging population.
