伊春市城镇职工养老保险制度运行中存在的问题与对策

【摘要】：养老保险制度是我国社会保险制度体系的重要组成部分。其中,城镇职工养老保险制度作为养老保险制度的重中之重,一直以来为人们所关注。因此,城镇职工养老保险始终是改革的重点。伊春市城镇职工基本养老保险制度受组织性质、资金来源等因素的影响,呈现多元主体,多种保险形式并存的分割状态。这种状态已经严重制约了伊春市的对经济发展和社会稳定。当下,机关事业单位养老金并轨即将在全国全面实施。伊春市如何在此背景下做好养老金体制改革就成了必须思考的问题。因此,本文以伊春市城镇职工基本养老保险制度运行中存在的问题为研究对象,并提出相对应对策,为相关部门提供适当参考,有利于地处偏远的伊春更好的做实养老保险的相关工作。本文首先从历时和共时两个角度对伊春市城镇职工养老保险进行了概述,在此基础上分析了多主体(包括伊春市机关、事业单位和市级企业)之间基本养老保险制度的差异。然后在此基础上从制度本身、制度转型、基金管理三个方面总结了伊春市基本养老保险制度运行中的问题,并从政策设计、政策执行、经济发展和个人因素等方面分析了存在问题的原因。最后提出了包括补充完善城镇职工养老保险机制、强化政府担当、建立多层次养老保险体系的建议,以期对伊春市城镇职工养老保险制度的发展有所进益。
[Abstract]:Endowment insurance system is an important part of our social insurance system. Among them, the urban workers pension insurance system as the most important pension insurance system, has been paid attention to. Accordingly, urban worker endowment insurance is the focal point of reform all the time. The basic old-age insurance system for urban workers in Yichun city is affected by the factors such as the organization nature and the source of funds. It presents a split state of multiple subjects and coexistence of various forms of insurance. This state has seriously restricted the economic development and social stability of Yichun City. At present, the government institutions pension system will soon be fully implemented throughout the country. How to do pension system reform in Yichun City under this background has become a problem that must be considered. Therefore, this paper takes the problems existing in the operation of the basic old-age insurance system of urban workers in Yichun as the research object, and puts forward corresponding countermeasures to provide appropriate reference for the relevant departments. In favor of the remote Yichun better do endowment insurance related work. This paper firstly summarizes the endowment insurance of urban workers in Yichun city from the two angles of diachronic and synchronic, and then analyzes the differences between the basic pension insurance system among the multi-subjects (including the organs of Yichun City, institutions and municipal enterprises). Then on this basis from the system itself, the system transformation, the fund management three aspects summarized the Yichun basic old-age insurance system operation question, and from the policy design, the policy implementation, Economic development and personal factors and other aspects of the analysis of the reasons for the problem. Finally, the author puts forward some suggestions, including perfecting the mechanism of urban workers' endowment insurance, strengthening the government's responsibility, and establishing a multi-level pension insurance system, in order to benefit the development of the urban workers' pension insurance system in Yichun city.
