我国城乡居民养老保险的调查与思考——从6省12市县区74位居民访谈说起

【摘要】：2009年开始试点、目前正在合并实施的新型农村社会养老保险制度和城镇居民养老保险制度(简称城乡居民社会养老保险制度),是我国社会保障制度的一大创举,迄今为止,已经覆盖了超过3.5亿的城乡居民,受到社会的广泛拥护和赞誉。但随着城镇化和人口老龄化的加速发展,城乡居民社会养老保险制度亟须进一步改革完善。本文以针对6省12市县区74位居民的深度访谈为材料,对他们参加城乡居民社会养老保险的状况、城乡居民养老保险体系存在的问题进行了分析,并提出完善城乡居民养老保险体系的思路建议。
[Abstract]:The new rural social old-age insurance system and the urban residents' old-age insurance system (referred to as the urban and rural residents' social old-age insurance system), which began to be piloted in 2009, are one of the great innovations of the social security system in our country. It has covered more than 350 million urban and rural residents and has been widely supported and praised by the society. However, with the accelerated development of urbanization and aging population, the social endowment insurance system for urban and rural residents needs to be further reformed and improved. Based on the in-depth interviews with 74 residents in 6 provinces and 12 cities and counties, this paper analyzes the situation of their participation in social endowment insurance for urban and rural residents and the problems existing in the old-age insurance system for urban and rural residents. And put forward the train of thought and suggestion to perfect the old-age insurance system of urban and rural residents.
