“商车费改”对甘肃省车险市场影响的研究

【摘要】:在我国财险市场的发展历程中,车险产品一直占据着主导地位。随着商业车险费率市场化改革进程的推进,车险市场也呈现出快速发展的趋势。甘肃省作为我国车险费改的第三批地区之一,已于2016年4月29日实现了整体产品切换。此次改革后,甘肃省的车险条款扩大了保障范围,丰富了索赔方式,并修改了条款中易引发争议的内容,保险公司之间竞争更激烈,消费者面临更多选择。研究“商车费改”对甘肃省车险市场的影响,能够帮助保险经营主体调整经营策略,,给市场监管者提供监管建议,为进一步完善我国此次商业车险费率市场化改革具有理论意义与现实意义。本文主要通过问卷调查分析与量化实证分析两个方面,来全方位解读甘肃省商业车险费率市场化改革后车险市场的变化,剖析“商车费改”的效果和带来的问题,对消费者和保险公司提出对策建议。研究从甘肃省费改后数据监控开始,通过总结经营模式、提炼实时数据,在定性分析评估现况后,运用ARMA模型,分析解决“商车费改”给甘肃省车险经营者带来的影响;同时对甘肃省消费者展开问卷调查,获取费改对消费者带来影响的第一手数据,应用描述性统计方法,归纳总结费改给消费者的投保决策、购买渠道及体验评价带来的影响。最终,为提升“商车费改”对甘肃省车险市场的正面效应提出建议。
[Abstract]:In the course of the development of China's property insurance market, car insurance products have always occupied a dominant position. With the development of the reform process of commercial car insurance rate marketization, the automobile insurance market is also showing a rapid development trend. Gansu Province, as one of the third batch areas of vehicle insurance fee reform in China, has realized the overall product switching on April 29, 2016. After the reform, the car insurance clause in Gansu Province has expanded the scope of protection, enriched the way of claim, and revised the controversial content of the clause, the competition among insurance companies is more fierce, and consumers face more choices. The study of the influence of "commercial fare reform" on the automobile insurance market in Gansu Province can help the insurance business main body to adjust the management strategy, provide supervision suggestions to the market regulators, and have theoretical and practical significance for further perfecting the marketization reform of the commercial car insurance rate in our country. Through questionnaire analysis and quantitative empirical analysis, this paper interprets the changes of vehicle insurance market after the marketization reform of commercial car insurance rate in Gansu Province, analyzes the effect and problems of "commercial fare reform", and puts forward some countermeasures and suggestions for consumers and insurance companies. Starting from the data monitoring after the fee reform in Gansu Province, this paper summarizes the management mode and abstracts the real-time data. After the qualitative analysis and evaluation of the current situation, the ARMA model is used to analyze and solve the influence of the "fare change" on the automobile insurance operators in Gansu Province. At the same time, a questionnaire survey was carried out to obtain the first-hand data of the impact of fee reform on consumers, and the descriptive statistical method was used to sum up the impact of fee change on consumers' insurance decision, purchase channel and experience evaluation. Finally, in order to improve the positive effect of "commercial fare reform" on Gansu automobile insurance market, this paper puts forward some suggestions.
