中西部城市生产性服务业集聚及其影响因素研究

【摘要】：随着全球经济呈现从工业型经济向服务型经济转型的趋势，服务业逐渐成为许多国家经济增长的主要引擎。在人均资源有限、环境压力日益加大和国际竞争日趋激烈的条件下，我国要实现工业化和城市化道路，必须加快服务业的发展，提高服务业对经济发展的贡献程度，以减少经济增长对资源的消耗和对生态环境的压力。大都市的集散与资源配置等功能，主要是通过服务业，尤其是生产性服务业来实现的。我国城市经济转型的核心问题其实是服务业空间布局优化问题，即城市服务业集聚的实现，特别是现代生产性服务业的空间集聚。生产性服务业集聚也是影响中西部地区承接东部沿海地区产业转移效果的主要因素之一。本文以中西部城市承接产业转移为背景，，分析中西部城市生产性服务业集聚及其影响因素，提出中西部城市强化生产性服务业集聚以优化承接产业转移环境和条件的对策建议。论文首先从产业和区位因素的角度，分析了生产性服务业集聚的影响因素及其对城市经济发展的影响。在此基础上，本文选取了2003-2009年我国中西部地区共165个地级以上城市的面板数据，分别测算了中西部地区生产性服务业及其六个细分行业的区位熵指数，考察了生产性服务业的集聚水平及变化趋势，得出中西部地区的生产性服务业集聚程度低于东部地区的研究结论。其次，分别从行业和城市二个层面进一步分析了中西部城市生产性服务业集聚的差异，从细分行业的角度看，中西部地区生产性服务业集聚程度较高的是金融业。从城市的角度看，中西部地区省会城市的生产性服务业集聚程度较高，远远大于其他非省会城市。本文选取制造业集聚、政府行为、金融发展程度、信息化水平、城市规模和人力资本投入等变量，分别对中西部地区生产性服务业及其六个细分行业集聚的影响因素进行实证分析。研究结果表明，制造业集聚对中西部地区生产性服务业及其六个细分行业有显著的促进作用，政府行为和金融发展程度对中部地区生产性服务业集聚促进作用显著，而城市规模和金融发展程度对西部地区生产性服务业集聚有显著的促进作用。最后，在总结前文分析的基础上，提出了中西部地区促进生产性服务业集聚的政策建议。
[Abstract]:With the trend of global economy transforming from industrial economy to service economy, service industry has gradually become the main engine of economic growth in many countries. Under the condition of limited per capita resources, increasing environmental pressure and increasingly fierce international competition, the service industry has become the main engine of economic growth in many countries. In order to realize the road of industrialization and urbanization, our country must speed up the development of the service industry and increase the contribution of the service industry to the economic development. In order to reduce the consumption of resources by economic growth and the pressure on the ecological environment. The functions of metropolitan areas, such as the distribution and distribution of resources, are mainly through the service industry. The core problem of the urban economic transformation in China is the optimization of the spatial distribution of the service industry, that is, the realization of the agglomeration of the urban service industry. Especially the spatial agglomeration of modern producer services, which is also one of the main factors that affect the effect of industrial transfer in the central and western regions. Based on the background of undertaking industrial transfer in central and western cities, this paper analyzes the concentration of producer services and its influencing factors in central and western cities. The paper puts forward the countermeasures and suggestions to strengthen producer service agglomeration in central and western cities in order to optimize the environment and conditions for undertaking industrial transfer. Based on the analysis of the influencing factors of producer service agglomeration and its influence on urban economic development, this paper selects the panel data of 165 prefecture-level cities in the central and western regions of China from 2003 to 2009. The location entropy index of producer service industry and its six subsectors in the central and western regions are calculated, and the concentration level and change trend of producer service industry are investigated. The conclusion is that the concentration degree of producer services in the central and western regions is lower than that in the eastern region. Secondly, the difference of producer services agglomeration in central and western cities is further analyzed from the two aspects of industry and city. From the perspective of the subdivision of industries, the higher concentration of producer services in the central and western regions is the financial industry. From the urban point of view, the producer services concentration in the provincial capitals of the central and western regions is relatively high. This paper selects variables such as manufacturing agglomeration, government behavior, financial development level, information level, urban scale and human capital investment, etc. Empirical analysis is made on the influencing factors of producer services and their six sub-sectors in the central and western regions. The results show that manufacturing agglomeration has a significant role in promoting producer services and their six sub-sectors in the central and western regions. Government behavior and the degree of financial development play a significant role in promoting the concentration of producer services in the central region, while the scale of cities and the degree of financial development play a significant role in promoting the concentration of producer services in the western region. On the basis of summing up the above analysis, this paper puts forward some policy suggestions for promoting producer service agglomeration in the central and western regions.
