河北省发展养老服务的政府责任研究——以唐山市为例

【摘要】：随着人口老龄化的日益加剧,加快发展养老服务,政府责任义不容辞。河北省根据本省的实际,积极发展养老服务,初步建立起了养老服务政策体系,老年社会福利水平逐步提高,社区养老服务日趋完善。然而,河北省发展养老服务过程中也存在着养老服务供给不足、养老服务监管缺失、养老服务社会力量发展滞后、养老服务城乡发展不均衡等问题。由此,在河北省养老服务发展过程中,政府应该加大对养老服务发展的财政支持力度,加强对养老服务的监管责任,引导社会力量发展养老服务,统筹发展城乡养老服务。
[Abstract]:With the increasing aging of the population, it is incumbent on the government to speed up the development of pension services. According to the reality of the province, Hebei Province has actively developed old-age care services, and has initially established a policy system for old-age care services. The level of social welfare for the elderly is gradually improved and the community old-age service is becoming more and more perfect. Therefore, in the process of the development of pension services in Hebei Province, the government should increase the financial support for the development of pension services and strengthen the supervision responsibility for the pension services. To guide social forces to develop pension services and to develop urban and rural old-age services as a whole.
