科技服务业集聚化发展动力机制研究

【摘要】：科技服务业运用各种专业的科技知识、技术和方法向全社会提供科技服务,作为现代服务业中重要的一部分,对促进科技创新和科技成果转化、优化产业结构、培育新的经济增长点有着重大意义。产业集聚作为一种高效的产业组织形式,是科技服务业发展的必由之路。我国的科技服务业尚处于发展的初期,业态尚处于不断丰富之中,本文首先结合国内学者已有研究成果以及当前科技服务业的新增业态对科技服务业、科技服务业集聚化、科技服务业集聚化的动力机制的概念重新作了界定。其次,本文对服务业集聚的相关理论作了梳理,并对自组织理论作了重点阐述,在此基础上将科技服务行业视作一个复杂的系统,并从自组织理论的视角出发分析了这个系统从无序到有序,从无组织到组织化,从分散到集聚所需要的动力,并构建了科技服务业集聚化发展动力机制的理论模型。再次,结合理论模型,对科技服务业集聚化发展的动力机制的内容构成加以明确,确定了流交换、差异与多样化、网络创新机制、涨落、竞争与协同等五个自组织动力和区域战略规划、制度供给、公共产品和服务供给、市场服务业环境建设与管理、区域软环境建设等五个他组织动力要素,并在此基础上分别对自组织动力和他组织动力的作用过程,以及自组织和他组织动力的耦合过程作了阐述。文章的最后,结合前文的分析框架对如何在现有条件下构建科技服务业集聚化发展的动力机制提出了策略分析。
[Abstract]:As an important part of the modern service industry, the scientific and technological service industry applies various professional scientific and technological knowledge, technology and methods to provide scientific and technological services to the whole society. As an important part of the modern service industry, it can promote scientific and technological innovation and transform scientific and technological achievements, and optimize the industrial structure. It is of great significance to cultivate new economic growth points. As an efficient form of industrial organization, industrial agglomeration is the only way for the development of science and technology service industry. This paper firstly redefines the concepts of science and technology service industry, the agglomeration of science and technology service industry, and the dynamic mechanism of science and technology service industry agglomeration, combining with the existing research results of domestic scholars and the new form of science and technology service industry. In this paper, the related theories of service industry agglomeration are summarized, and the self-organization theory is emphasized. On this basis, the service industry of science and technology is regarded as a complex system. And from the perspective of self-organization theory, this paper analyzes the power of this system from disorder to order, from non-organization to organization, from dispersion to agglomeration, and constructs a theoretical model of the dynamic mechanism of the agglomeration of science and technology service industry. Combined with the theoretical model, this paper clarifies the content of the dynamic mechanism of the agglomeration development of the science and technology service industry, determines the flow exchange, the difference and diversification, the network innovation mechanism, the fluctuation and fluctuation. Competition and cooperation are five dynamic factors of self-organization and regional strategic planning, institutional supply, public goods and service supply, environmental construction and management of market service industry, construction of regional soft environment, etc. On the basis of this, the process of self-organization power and other organization power, and the coupling process of self-organization and other organization dynamics are expounded respectively. Based on the above analysis framework, this paper puts forward a strategic analysis on how to construct the dynamic mechanism of the agglomeration development of science and technology service industry under the existing conditions.
