中国承接国际服务外包对服务业产业结构升级的影响研究

【摘要】：20世纪90年代以来，跨国公司通过制造业外包形成制造业全球产业转移浪潮，中国抓住这一机遇，积极参与制造业国际分工，使制造业迅速发展起来，成长为“世界工厂”。进入21世纪后，随着信息技术的进步，，跨国公司掀起了以服务外包为重要形式的服务产业转移浪潮。以信息技术服务和业务流程服务为主的服务外包，是现代服务业的重要组成部分，大力发展国际服务外包对提高中国现代服务业水平，优化服务业产业结构，促进经济可持续发展等具有重要的战略意义。本文首先分析中国承接国际服务外包对服务业产业结构升级的影响机理，建立理论框架，主要通过三个因素阐述承接国际服务外包对承接方服务业产生的影响，分别为：促进承接方服务业产业技术进步、优化承接方服务业生产要素结构优化和改善承接方服务贸易结构，并在此基础上分析承接国际服务外包影响服务业产业升级的传导机制。其次，对中国承接国际服务外包及服务业产业结构发展现状进行分析。这部分包括：中国承接国际服务外包现状及特点分析；通过服务业内部各部门增加值比重来分析服务业产业结构发展现状；以北京、天津、上海为代表，通过它们服务业产业结构的发展变化，从某种程度上反映服务外包对产业结构升级的影响。再次，在理论框架基础上，进行实证检验。研究结果显示，承接国际服务外包对服务业产业结构升级的影响系数是0.254408，小于国内需求对服务业产业结构升级的影响，而目前服务业产出增长率对服务业产业结构升级的影响不显著。服务业技术进步对服务业产业结构升级的影响系数是2.198301，而服务业生产要素结构优化的影响系数是0.387936，说明目前服务业技术进步对服务业产业结构升级的影响大于生产要素优化的影响，同时目前服务贸易结构改善对服务业产业结构升级影响不显著。最后，根据理论和实证研究得出的结论，提出相关对策建议。
[Abstract]:Since 1990s, multinational corporations have formed a global industrial transfer tide through manufacturing outsourcing. China has seized this opportunity and actively participated in the international division of labor in manufacturing, so that the manufacturing industry has developed rapidly. Since 21th century, with the progress of information technology, multinational corporations have set off a tide of service industry transfer with service outsourcing as an important form. International service outsourcing is an important part of modern service industry. It is of great strategic significance to improve the level of modern service industry, optimize the industrial structure of service industry and promote the sustainable development of economy in China. This paper first analyzes the influence mechanism of China's undertaking international service outsourcing on the upgrading of service industry structure, and establishes a theoretical framework, mainly through three factors to explain the impact of undertaking international service outsourcing on the service industry of the recipient. They are: to promote the technological progress of the service industry of the recipient, to optimize the production factor structure of the service industry of the recipient and to improve the service trade structure of the recipient, On this basis, this paper analyzes the transmission mechanism of international service outsourcing affecting the upgrading of service industry. Secondly, it analyzes the current situation of China's undertaking international service outsourcing and the development of service industry structure, which includes: the current situation and characteristics of China undertaking international service outsourcing; The current situation of the development of service industry structure is analyzed through the proportion of added value in various sectors within the service industry. The development and changes of the industrial structure of the service industry are represented by Beijing, Tianjin and Shanghai. To some extent, it reflects the influence of service outsourcing on the upgrading of industrial structure. Thirdly, on the basis of theoretical framework, empirical tests are carried out. The results show that the impact coefficient of undertaking international service outsourcing on the upgrading of service industry structure is 0.254408, which is smaller than the impact of domestic demand on the upgrading of service industry structure. At present, the effect of service industry output growth rate on the upgrading of service industry structure is not significant. The influence coefficient of technological progress of service industry on service industry structure upgrading is 2.198301, while the influence coefficient of service industry production factor structure optimization is 2.198301. 0.387936, which shows that the impact of the technological progress of the service industry on the upgrading of the industrial structure of the service industry is greater than that of the optimization of the factors of production. At the same time, the improvement of service trade structure has little effect on the upgrading of service industry structure. Finally, according to the conclusions of theoretical and empirical research, the relevant countermeasures and suggestions are put forward.
