山西高技术服务业发展问题研究

【摘要】：高技术服务业是在知识经济时代来临和经济全球化的大背景下出现的，知识经济促进了服务业的高技术化，而经济全球化使高技术服务业在全球范围内兴起。我国目前高技术服务业还处于初级阶段，，近年来，高技术服务业在北京、上海等地逐渐壮大，而山西高技术服务业无论从总量还是速度上都发展较慢。“十二五”时期是山西转型跨越发展的关键时期，高技术服务业是产业调整中最具创新活力的产业，其发展是加快培育战略性新兴产业、推动发展方式转变的必然选择。 本文综合运用规范与实证、定性与定量相结合的研究方法以及产业经济学和现代服务业的相关理论知识对山西高技术服务业的发展作了探讨。文章在界定高技术服务业基本概念和阐述高技术服务业产生理论的基础上，结合国内外高技术服务业的发展状况，比较分析了山西高技术服务业在总量、速度和就业容纳能力三个层面的现状，总结了山西高技术服务业在规模、主体、人才、资金和政策方面存在的问题及原因；并运用统计学中的回归分析法对影响山西高技术服务业发展的因素进行实证检验，揭示了城市化程度、产业结构、经济发展水平对其影响显著；进而提出了应完善产业政策、促进产业集群、建立融资渠道和加强人才培养等政策建议，以期对山西高技术服务业的发展提供帮助。
[Abstract]:High-tech service industry appears under the background of the era of knowledge economy and economic globalization. Knowledge economy promotes the high-tech service industry. However, economic globalization has led to the rise of high-tech services worldwide. At present, China's high-tech service industry is still in its infancy. In recent years, high-tech services have grown in Beijing, Shanghai and other places. However, the development of Shanxi's high-tech service industry is slow in terms of both the total amount and the speed of development. The 12th Five-Year Plan period is the key period of Shanxi's transformation and leapfrogging development, and the high-tech service industry is the most innovative and dynamic industry in the industrial restructuring. Its development is an inevitable choice to speed up the cultivation of strategic emerging industries and promote the transformation of development mode. This paper synthetically applies norms and empirical evidence, This paper discusses the development of Shanxi's high-tech service industry by combining qualitative and quantitative research methods and relevant theoretical knowledge of industrial economics and modern service industry. This paper defines the basic concept of high-tech service industry and expounds the basic concept of high-tech service industry. On the basis of the theory of the production of technology services, Combined with the development situation of high-tech service industry at home and abroad, this paper compares and analyzes the present situation of Shanxi high-tech service industry in three levels: total amount, speed and employment capacity, and summarizes the scale, main body and talent of Shanxi high-tech service industry. The problems and reasons in capital and policy, and the empirical test of the factors influencing the development of high-tech service industry in Shanxi by using the regression analysis method in statistics, which reveals the degree of urbanization, industrial structure, The level of economic development has a significant impact on it, and then puts forward some policy suggestions, such as perfecting industrial policies, promoting industrial clusters, establishing financing channels and strengthening talent training, in order to help the development of high-tech service industry in Shanxi Province.
