信息技术的高速发展和通信技术的变革推动经济全球化深入发展,促使服务产品的不可贸易性出现了根本性的转变。服务外包逐渐成为许多跨国公司提高核心竞争力的竞争对策,同时也引起了新一轮的全球产业转移。发包国以发达国家为主,而承接国则主要包括新兴发展中国家和中等发达国家,服务业外包对发包国和承接国的经济都产生了深远的影响。同时作为国际服务生产和分工的最新形式,当代服务外包对各国服务贸易、产业结构和工资收入等经济层面产生了深远影响,更为发展中国家带来了融入世界经济,获得新的增长动力的机遇。服务外包已成为国际商务管理和国际经济领域关注的热点。作为最大的发展中国家,中国的服务业发展水平相对滞后,面对服务业外包的重要机遇,中国需要充分发挥自身优势,积极承接服务外包,推动中国服务业跨越式发展,实现产业结构升级。利用服务外包的契机,有选择、有目标地进入国际市场,参与国际分工与竞争,形成一批具备国际竞争力的服务业跨国公司,缩小与发达国际的差距,提高中国服务业的国际竞争力。本论文分为六章内容,以服务外包为研究对象,采用理论浅析浅析与实际数据浅析浅析相结合的策略,对国际服务外包的发展中发包和承接双方的主要模式以及对承接国产生的经济效应进行了研究,从而在总结归纳的基础上,提出对中国发展服务外包的启迪和经验借鉴。
【Abstract】 With the rapid development of globalization and the big progress in information technology, the non-tradability of service has been changed greatly. Service outsourcing has become a main competitive strategy of many multinational corporations, leading a new shift of industries around the world.The host countries of service outsourcing are mainly developed countries, while the undertaking countries are mainly emerging developing and developed economies. As the new form of international service manufacturing and labor division, service outsourcing has a deep influence on service trade, industrial structure and salary income. It also provides new opportunities for developing countries melting into world economy. Service outsourcing has become the focus of international business management and global economy.As the biggest developing country, the development of service industry in China is relatively stagnant. Facing the important opportunity, it is essential for China to make good use of its own advantage as well as potential, and actively undertake the international transfer of service industry by promoting services development and upgrading the industrial structure. The government should take advantage of the opportunities to enter the international market and join in the international division and competition. It would be good for China by forming a group of multinational service corporations with competitive power to narrow down the gap and enhance the international competitiveness of service industry.The thesis researched on the developing patterns and effects on international services outsourcing in five chapters, using a combination of theoretical and empirical analyses to make a systematic research on the effects, and then it proposes the relevant policies and recommendations.
