青岛市市北区现代服务业发展中的问题研究

【摘要】：2012年，青岛市委、市政府从建设一个现代化国际城市的高度出发，做出了撤销青岛市市北区、四方区，设立新的市北区的重大战略决策。这一重大决策的制定，意味着新市北区将面临又一次经济发展的历史机会，至十一五发展阶段结束，原市北区的经济得到了长足的发展。在面临如此的经济发展基础上，发展现代服务业成了势在必行的趋势。在市北区向知识型现代化城区转变的过程中，要制定出适合城区发展的现代服务业的积极战略。分析市北区目前各项发展指标与基础，从经济总量与发展结构两方面上看，要实现发展市北区现代服务业的发展目标，在客观上仍然有一定的差距。对于合区后的新市北区的现代服务业发展，由于合区时间短与相关数据尚少，此类现存文献对该城区的现代服务业发展缺少研究。因此整理出新市北区服务业目前的发展状况、分析出该城区的服务业发展思路、根据研究数据和城区的各项指标制定现代服务业发展战略、以此明确发展任务、并且由此探索出体制创新等，各项任务对促进市北区现代服务业快速健康发展具有不可忽视的意义。由此，本论文围绕市北区现代服务业发展的各项关键的问题进行了系统而又详细的研究。论文取得的主要成果如下：本论文通过对各工业化发展阶段及国内外服务业发展阶段的理论进行分析论证，，最后可以得出市北区目前正处于由传统服务业向现代服务业发展阶段。在经过充分调研市北区情的基础上，本论文深入剖析了新市北区服务业各项经济指标的发展现状。不可否认，新市北区服务业是在取得突破性进展的同时也存在着不可忽视的不足和问题。本论文构建了市北区发展现代服务业的战略体系。提出了市北区现代服务业发展的指导思想，以及市北区发展现代服务业的原则。论文提出了十二五期间市北区发展现代服务业的主要任务，对市北区现代服务业的配套措施建设提出了若干建议。在创新市北区现代服务业发展体制方面，论文主要围绕政府定位创新、政府职能创新、政策法规创新、发展模式创新及管理创新等方面展开，提出了市北区十二五期间服务业体制改革创新的目标和内容。
[Abstract]:In 2012, the Qingdao Municipal Party Committee and the Municipal Government made a major strategic decision to abolish the Qingdao City North District, Sifang District and set up a new North District from the height of building a modern international city.The formulation of this important decision means that the new north district will face another historical opportunity of economic development. At the end of the 11th Five-Year Plan period, the economy of the original northern region has been greatly developed.In the face of such economic development, the development of modern services has become an imperative trend.In the process of transformation from Shibei district to modern urban area of knowledge type, the active strategy of modern service industry suitable for the development of urban area should be worked out.Based on the analysis of the present development indexes and bases of the northern region, there is still a certain gap objectively in realizing the development goal of the modern service industry in the north district from the two aspects of the total economic volume and the development structure.For the development of the modern service industry in the new north district after the completion of the district, due to the short period of time and the lack of relevant data, this kind of existing literature is lack of research on the development of the modern service industry in the urban area.Therefore, sorting out the current development situation of the service industry in the new north district, analyzing the development ideas of the service industry in this city, formulating the development strategy of the modern service industry according to the research data and the various indexes of the urban area, so as to make clear the development task.Therefore, it is of great significance to promote the rapid and healthy development of modern service industry in Shibei District.Therefore, this paper focuses on the key issues of the development of modern service industry in Shibei District.The main achievements of the thesis are as follows:Through the analysis and demonstration of the theories of each industrialization development stage and the domestic and foreign service industry development stage, it can be concluded that Shibei District is developing from the traditional service industry to the modern service industry at present.On the basis of investigating the situation of the North District, this paper deeply analyzes the present situation of the economic indicators of the service industry in the New Northern District.There is no denying that the service industry of the new north district is not only making breakthrough progress, but also some shortcomings and problems that can not be ignored.This paper constructs the strategic system of developing modern service industry in Shibei District.This paper puts forward the guiding ideology of the development of modern service industry and the principles of developing modern service industry in the northern part of the city.This paper puts forward the main task of developing modern service industry in the period of the 12th Five-Year Plan, and puts forward some suggestions on the construction of supporting measures for the modern service industry in the North District.In the aspect of innovating the development system of modern service industry in Shibei District, the paper mainly focuses on the innovation of government orientation, the innovation of government function, the innovation of policies and regulations, the innovation of development mode and the innovation of management, etc.This paper puts forward the aim and content of service system reform and innovation in the 12 th five-year plan period of Shibei District.
