【摘要】：随着社会的不断发展,我国已经全面进入人口老龄化社会,老年人养老问题已经成为了我国养老保障体系所面临的主要问题。在现代社会由于家庭结构的改变,使得人们养老的观念也发生了改变,现在大多数的老年人不再与儿女们共同生活,传统的养儿防老、家庭养老的功能和效果已经被极大的削弱了。“十三五”规划强调要加大力度构建完善的养老服务产业体系,作为养老服务产业体系中重要的组成部分,发展民营养老机构将成为应对老年人养老问题重要解决途径。廊坊市作为“京津冀养老工作协同发展合作”的重要城市之一,民营养老机构的发展不仅在解决廊坊市本身养老压力和承接京津养老服务产业中至关重要,也能够为全国养老服务产业起到示范性作用。首先,文章以廊坊市民营养老机构和廊坊市老年人为调查对象,针对廊坊市民营养老机构发展现状和老年人养老需求确定廊坊市民营养老机构发展的必要性和可行性;其次,从自身因素和外部因素两个方面,分析了影响廊坊市民营养老机构发展的制约因素,包括床位供给数量和规模不足、专业化服务人员缺乏、筹资渠道狭窄、民营养老机构政策落实不到位、区域之间医保政策不协调、市场化运行机制不完善;最后在对策建议上提出规范机构管理制度,实现机构规模化发展,扩大养老服务队伍,提高从业人员服务质量,加大资金投入,拓宽融资渠道、积极推行医养结合养老方式,落实对民营养老机构的优惠政策,推行京津冀养老服务一体化,坚持政府主导下的市场化运作,在加大政府支持力度的基础上,不断完善自身发展,形成有效的民营养老机构发展模式。
[Abstract]:With the continuous development of society, our country has entered the aging society, the elderly pension problem has become the main problem facing the old-age security system of our country.In modern society, because of the change of family structure, people's concept of providing for the aged has also changed. Now the majority of the elderly no longer live with their children.The function and effect of family pension has been greatly weakened.The 13th Five-Year Plan emphasizes the need to strengthen the construction of a perfect pension service industry system. As an important part of the pension service industry system, the development of private pension institutions will become an important solution to the problem of the aged.Langfang is one of the most important cities in the cooperative development of Beijing, Tianjin and Hebei for the aged. The development of private pension institutions is not only very important in solving the pressure of providing for the aged in Langfang, but also in undertaking the industry of Beijing and Tianjin for the aged.Can also play a role model for the national pension service industry.First of all, the article takes Langfang private pension institutions and Langfang elderly as the investigation object, and determines the necessity and feasibility of the development of Langfang private pension institutions according to the current situation of Langfang private pension institutions and the needs of the elderly. Secondly, the paper studies the necessity and feasibility of the development of the private pension institutions in Langfang city.From two aspects of self and external factors, this paper analyzes the restrictive factors that affect the development of private pension institutions in Langfang, including the insufficient number and scale of bed supply, the lack of specialized service personnel, and the narrow financing channels.The policy implementation of private pension institutions is not in place, the medical insurance policy between regions is not coordinated, and the market-oriented operation mechanism is not perfect. Finally, on the countermeasures and suggestions, it proposes to standardize the institutional management system, to realize the large-scale development of institutions, and to expand the pension service team.To improve the service quality of employees, to increase the investment of funds, to widen the financing channels, to actively promote the combination of medical care and support for the aged, to implement preferential policies for private pension institutions, and to promote the integration of Beijing-Tianjin-Hebei pension services.Adhere to the market-oriented operation under the guidance of the government, on the basis of increasing government support, constantly improve their own development, and form an effective development model of private pension institutions.
