包头市社会养老服务体系建设研究

【摘要】：在21世纪初,我国就进入老龄化国家的行列,作为国务院首批确定的十三个较大城市之一、内蒙古自治区最大的工业城市、全国首批文明城市的包头市也不例外。截止2011年底,包头有60岁以上老年人37.12万人,占全市总人口的14.4%。随着人口老龄化进程的加快,包头市现已进入到老龄化社会,社会化养老需求正呈现不断增长之势,老年人养老服务成为当务之急。预计,到2015年,全市老龄人口将达到50.2万,到2020年,全市老龄人口将达到68.2万,并且呈现出高龄化、空巢化突出的特点。党的十八大提出加快推进以改善民生为重点的社会建设,努力使全体人民学有所教、劳有所得、病有所医、老有所养、住有所居,同时对社会福利和老龄工作作为加快建设覆盖城乡居民的社会保障体系,保障人民基本生活的重工作作出部署。这是我们党对中国特色社会主义事业的新认识、新概括,是对实现全面建设小康社会战略目标的重大决策,也是对我国加强老龄工作提出的新要求。在此背景下,如何抓住“十二五”的发展机遇,如何响应国家号召,高度重视和深刻理解加快老龄事业发展的重要性和紧迫性,切实增强加快发展老龄事业的责任感和使命感。实现包头市“老有所养”的要求,既需要加快推进建立覆盖城乡全体居民的养老保险制度的步伐,又需要抓紧解决当前和今后不断扩张的庞大的老年人口的养老服务问题,建立和完善符合中国国情及包头市的养老模式。本文首先通过界定养老、社会养老服务、养老模式等相关概念,介绍分析了社会养老服务的相关理论渊源,使读者对于该课题中涉及到的相关概念和理论依据有比较准确地了解和认识,然后对包头市社会养老服务的发展现状和存在的问题进行了分析,对国内外社会养老服务的经验进行了分析介绍,同时对包头市发展社会养老服务的启示进行了阐释,最后提出了构建包头市社会养老服务体系的对策建议和保障措施。通过对该课题的研究,将会促进包头市社会养老服务事业的健康发展,对包头市各单位和内蒙古自治区其他地区顺利开展此项工作将起到借鉴和指导作用。
[Abstract]:At the beginning of the 21st century, China has entered the ranks of aging countries. As one of the 13 largest cities determined by the State Council, Inner Mongolia Autonomous region is the largest industrial city, and Baotou City, the first civilized city in the country, is no exception. By the end of 2011, there were 371200 people over 60 years old in Baotou, accounting for 14. 4% of the total population. With the acceleration of the aging process of the population, Baotou City has now entered an aging society, the demand for socialized old-age care is constantly increasing, and the service for the aged has become a top priority. It is estimated that by 2015, the aging population in the whole city will reach 502000, and by 2020, the aging population will reach 682000, and the characteristics of aging and empty-nesting will be prominent. The 18th National Congress of the Party proposed speeding up social construction focusing on improving the people's livelihood, making efforts to enable the whole people to learn and teach, to work and earn, to have medical care for the sick, to provide a sense of security for the elderly, and to live and live. At the same time, the social welfare and aging work as an important work to speed up the construction of social security system covering urban and rural residents and to ensure the basic life of the people. This is our party's new understanding and new generalization of the cause of socialism with Chinese characteristics, a major decision to realize the strategic goal of building a well-off society in an all-round way, and a new requirement for strengthening the work of ageing in our country. Under this background, how to seize the development opportunity of the 12th Five-Year Plan, how to respond to the national call, how to attach great importance to and deeply understand the importance and urgency of speeding up the development of the cause of ageing, and how to strengthen the sense of responsibility and mission to accelerate the development of the cause of ageing. To realize the requirement of "a sense of security for the elderly" in Baotou City, it is necessary not only to speed up the pace of establishing an old-age insurance system covering all urban and rural residents, but also to solve the problem of providing old-age services to the large and expanding elderly population at present and in the future. Establish and improve the pension model in line with China's national conditions and Baotou City. This paper first introduces and analyzes the relevant theoretical sources of social old-age service by defining the related concepts such as old-age care, social old-age service, pension model, and so on. So that readers have a more accurate understanding and understanding of the related concepts and theoretical basis involved in the subject, and then the development of social pension services in Baotou City and the existing problems are analyzed. This paper analyzes and introduces the experience of social old-age service at home and abroad, expounds the enlightenment of the development of social old-age service in Baotou city, and finally puts forward the countermeasures and measures to construct the social old-age service system in Baotou city. Through the research of this subject, it will promote the healthy development of social old-age service in Baotou city, and will play a reference and guidance role in carrying out this work smoothly in various units of Baotou city and other areas in Inner Mongolia Autonomous region.
