基于服务供应链的养老服务供给能力评价与优化

【摘要】：作为重要的社会银发产业,养老服务产业的集约化发展迫在眉睫。在我国养老服务产业发展遇到瓶颈的形势下,服务供应链的前沿成果为当下养老服务模式的创新带来了机遇。首先运用服务供应链的基本思想界定了“养老服务供应链”的内涵。在现行的养老服务模式的基础上构建了养老服务供应链的创新模式,并对其内部结构与功能进行介绍。结合养老服务供应链的推广实践探讨了发展该创新模式的必要性与可行性。其次构建了基于服务供应链的养老服务供给能力的评价指标体系和模糊综合评价模型:评价指标体系由服务供应链内部的养老服供应商、养老服务集成商、养老服务需求者三部分共27个指标组成;评价模型采用层次分析法和熵值法相结合的法确定权重,模糊综合评价法进行综合评价。以苏州“邻里情”虚拟养老院为案例分析了其养老服务供应链的结构与运营模式,通过调查问卷收集数据,结合评价指标体系和评价模型对其进行实证分析,得到综合评价结果:当前苏州“邻里情”虚拟养老服务供应链供给能力良好,从数理层面证明养老服务供应链可大范围推广。但服务供应链仍然处于探索阶段,供应链内部仍然有很多地方需要改进和优化。最后提出优化养老服务供应链的相关对策,主要包括养老服务供应链上的三个关键节点:养老服务需求者、养老服务提供商、养老服务集成商,以及在养老服务供应链上具有特殊身份的政府四个部分。
[Abstract]:As an important social silver industry, the intensive development of the old-age service industry is imminent. In the situation of the bottleneck of the development of the old-age service industry in China, the leading achievements of the service supply chain have brought opportunities for the innovation of the present service mode. First, the basic idea of service supply chain is used to define "the supply chain of the service for the aged." On the basis of the current old-age service mode, it constructs the innovative mode of the supply chain of the old-age service, and introduces its internal structure and function. It also discusses the necessity and feasibility of developing the innovation model in combination with the promotion practice of the supply chain of the old-age service. Secondly, it builds the supply chain of service supply based on the service supply chain. The evaluation index system and fuzzy comprehensive evaluation model: the evaluation index system is composed of 27 indexes in three parts of the service supply chain, the old-age clothing supplier, the old-age service integrator and the elderly service demand. The evaluation model uses the analytic hierarchy process and entropy method to determine the weight, and the fuzzy comprehensive evaluation method is integrated. This paper analyzes the structure and operation mode of the supply chain of the old-age service in Suzhou "neighbourhood" virtual nursing home. It collects data through questionnaire, and carries out an empirical analysis with the evaluation index system and evaluation model, and obtains the comprehensive evaluation results: the supply chain supply chain capacity of the virtual old-age service supply chain of "neighbourhood" in Suzhou Well, it is proved from the mathematical level that the supply chain of the old-age service supply chain can be widely spread. However, the service supply chain is still in the exploration stage, and there are still many places in the supply chain to be improved and optimized. Finally, the relevant countermeasures to optimize the supply chain of the old-age service include three key nodes on the supply chain of the old-age service: the need for the old-age service. There are four parts of the government, namely, the elderly service provider, the pension service integrator, and the government with special status in the supply chain of the elderly service.
