江西省科技中介发展现状及对策研究

【摘要】：“创新是一个民族进步的灵魂,是一个国家兴旺发达的不竭动力。”18世纪的科技革命——蒸汽机的发明,将时代推向工业化,手工劳动逐渐被机器取代,生产率得到了大幅提升;19世纪,发电机的问世标志着电气时代的降临,电的使用进一步促进生产,同时也改变了我们的生活方式;如今,我们已步入信息化时代,通讯、交流变得便捷,人与人的距离在不断地缩小,各类新兴产业也应运而生。人类社会的发展,源于科学技术的变革,而这一系列变革归根结底是就是创新。国家在各类创新活动中,最具决定性的是科学技术的创新,它是各国经济发展的保证,是人类社会生活水平提高的关键,如今的全球竞争实际上是科学技术水平的竞争,其实质就是科技创新能力的对比。这一特殊的时代背景催生了一个新兴服务体系,即国家科技创新服务体系。科技中介作为这一体系中的重要组成部分,通过促使科技成果转变为生产力,实现科技与经济的有机结合等方式,致力于为国家的科技创新事业提供保障。本文围绕江西省科技中介的发展,以江西省当前的发展实际为出发点,同时借助已有的理论研究,全面分析了江西省科技中介发展的优势和不足,并着重地研究了促进其发展的对策和措施。全文思路如下:第一部分,通过绪论阐明选题的背景与意义,包括实践和理论意义两方面。之后介绍了前人对科技中介的研究综述,分别从国外和国内学者的研究出发,总结了学者们对该课题研究的理论成果,也从中发现了一些研究的空白与不足之处。最后介绍了本文的研究思路与研究方法。第二部分,从科技中介的定义入手,介绍了与之相关的系列概念,包括其分类、特点与功能。第三部分,是全文的重点,以江西省科技中介发展为例,分析了其发展现状,总结了其中的成就与不足。并以发展的不足为切入点,全方位地剖析了导致不足的原因,同时以国外与国内发达地区的发展经验为借鉴,有针对性地提出了进一步促进江西省科技中介发展的对策与建议。科技中介是高新技术产业与服务业的有机融合,也是在“创新驱动发展”战略的响应下成长起来的新兴行业,在国内发展时间比较短,政策与制度建设还有待完善,且国内经济发展的区域性,不平衡性给科技中介的发展带来了进一步的压力,本文以促进技术的创新为根本目的,以完善科技中介发展方式为出发点,以江西省经济、科技发展的现实状况为依据,旨在提出更优化的江西省科技中介培育模式,进而完善国内科技中介的发展,为“大众创新,万众创业”提供坚定保障。
[Abstract]:"Innovation is the soul of a nation's progress and the inexhaustible motive force for the prosperity of a country." the invention of the 18th-century science and technology revolution, the steam engine, pushed the times to industrialization, and manual labor was gradually replaced by machines. Productivity has increased dramatically. In the 19th century, the advent of generators marked the advent of the electrical age, the use of electricity to further promote production, but also to change our way of life; today, we have entered the information age, communications, Communication becomes convenient, the distance between people is shrinking, and all kinds of new industries emerge as the times require. The development of human society originates from the change of science and technology, and this series of changes is innovation in the final analysis. Among all kinds of innovation activities, the most decisive one is the innovation of science and technology, which is the guarantee of the economic development of all countries and the key to the improvement of the living standard of human society. Nowadays, the global competition is actually the competition of the level of science and technology. Its essence is the contrast of science and technology innovation ability. This special background of the times gave birth to a new service system, namely the national science and technology innovation service system. As an important part of this system, science and technology intermediary is committed to providing guarantee for national scientific and technological innovation by promoting the transformation of scientific and technological achievements into productive forces and realizing the organic combination of science and technology and economy. This paper focuses on the development of scientific and technological intermediary in Jiangxi Province, taking the current development practice of Jiangxi Province as the starting point, and at the same time, with the help of existing theoretical research, comprehensively analyzes the advantages and disadvantages of the development of scientific and technological intermediary in Jiangxi Province. The countermeasures and measures to promote its development are studied emphatically. The main ideas are as follows: the first part explains the background and significance of the topic through introduction, including practical and theoretical significance. After that, this paper introduces the previous research on science and technology intermediary, starting from the research of foreign and domestic scholars, summarizes the theoretical results of scholars' research on this subject, and also finds some gaps and deficiencies in the research. Finally, this paper introduces the research ideas and methods. The second part, starting with the definition of science and technology intermediary, introduces the related series of concepts, including its classification, characteristics and functions. The third part is the focus of the paper, taking the development of science and technology intermediary in Jiangxi Province as an example, analyzes its development status and summarizes its achievements and shortcomings. Taking the deficiency of development as the starting point, this paper analyzes the causes of the deficiency in all aspects, and at the same time, taking the development experience of foreign and domestic developed regions as reference, puts forward the countermeasures and suggestions to further promote the development of science and technology intermediary in Jiangxi Province. Science and technology intermediary is the organic fusion of high-tech industry and service industry, and it is also a new industry growing up in response to the strategy of "innovation-driven development". The development time in China is relatively short, and the policy and system construction still needs to be improved. Moreover, the regional economic development in China has brought further pressure to the development of science and technology intermediary. This paper takes the promotion of technological innovation as the basic purpose, the perfection of the development mode of science and technology intermediary as the starting point, and the economy of Jiangxi Province as the starting point. Based on the reality of the development of science and technology, the purpose of this paper is to put forward a more optimized cultivation mode of science and technology intermediary in Jiangxi Province, and then to perfect the development of science and technology intermediary in China, and to provide a firm guarantee for "mass innovation and mass entrepreneurship".
