中国东北地区现代服务业的发展与整合

【摘要】：当前，在全球经济发展日趋知识化、经济服务化，面对我国经济转型的重要时期，现代服务业的发展程度不仅体现着我国在国际市场的综合竞争能力，同时显示着我国现代化水平发展的程度，现代服务业逐渐成为促进我国经济增长的重要驱动力。本文通过研究现代服务业的相关含义，从东北地区现代服务业的发展过程作为切入点，借鉴了国外现代服务业发展的成功经验，分析了东北地区现代服务业发展中存在的问题、发展滞后的原因，并提出发展东北地区现代服务业的战略对策与思路。文章通过四个部分介绍了东北地区现代服务业的发展与整合。首先，第一部分通过介绍各位学者对现代服务业所持观点的不同，以此进行提炼与总结，笔者对现代服务业的认识有自己的见解，给出其涵义的界定；概括现代服务业分为生产性服务业和生活性服务业，归纳总结了现代服务业具有时代性、人才知识密集性、空间集聚性特征；同时将传统服务业与现代服务业进行对比研究。最后提出了发展现代服务业可以提升国家经济水平，增强城乡居民幸福感的重要意义。其次，通过介绍东北地区现代服务业发展的背景意义、基础条件、历经三个阶段，可见，东北地区现代服务业发展己初见成效，金融、商贸服务业稳步发展，科技服务自主创新能力有所提高，服务业功能逐步增强。但是东北地区现代服务业还存在着体系发育不健全，管理模式欠佳、竞争意识不强，缺少高素质人才等诸多制约发展的问题，使得东北地区现代服务业比其它地区发展相对落后。再次，发达国家的现代服务业，以电子信息技术为核心竞争力，按照地理区位集群式分布，并且伴有政府合理调控机制推动发展，其成功的经验为东北地区现代服务业发展提供更多参考与借鉴。最后，通过对东北地区现代服务业发展中所遇到的问题，以及对国外现代服务业发展过程中成功经验的借鉴，对东北地区加快现代服务业发展提出了一些作者个人的对策与思路。第一，要发挥政府的行政服务职能，建立适合东北地区现代服务业发展的运行机制，创新金融政策。第二，协调现代服务业内部发展环境，提高现代服务业服务水平，打造东北地区的服务品牌。第三，加强人才的引进与培养。最后，大力发展东北地区的社会基础服务业、农业现代服务业，及开放型服务业。构建具有东北特色的现代服务业发展业态。文中的创新之处，是笔者对现代服务业的内涵、分类、特征进行了重新的整理与概括，并且对传统服务业与现代服务业进行了比较分析。剖析了东北地区现代服务业发展历程中所显现出的问题，并且对东北地区今后的现代服务业支柱型产业发展有自己的见解与启示。大力发展东北地区现代服务业必将有效地带动地区经济发展达到一个新的台阶。
[Abstract]:At present, the development of modern service industry not only reflects the comprehensive competitive ability of our country in the international market, but also in the face of the important period of our country's economic transformation, the development of global economy is becoming more and more knowledge-based and service-oriented. At the same time, it shows the degree of the development of our country's modernization level, and the modern service industry gradually becomes the important driving force to promote the economic growth of our country. By studying the relevant meaning of the modern service industry, this paper analyzes the problems existing in the development of the modern service industry in the Northeast region, from the development process of the modern service industry in Northeast China as a starting point, drawing on the successful experience of the development of the modern service industry in foreign countries. This paper puts forward the strategic countermeasures and ideas for the development of modern service industry in Northeast China. This paper introduces the development and integration of modern service industry in Northeast China through four parts. First, the first part introduces the different views of the scholars on the modern service industry, so as to refine and summarize the author's understanding of the modern service industry have their own views, give the definition of its meaning; This paper summarizes that modern service industry is divided into producer service industry and living service industry, and sums up the characteristics of modern service industry with the characteristics of times, talent density and spatial agglomeration, and makes a comparative study of traditional service industry and modern service industry. Finally, the significance of the development of modern service industry can improve the national economic level and enhance the well-being of urban and rural residents. Secondly, by introducing the background significance, basic conditions and three stages of the development of modern service industry in Northeast China, it can be seen that the development of modern service industry in Northeast China has achieved initial results, and the financial, commercial and commercial services have developed steadily. The ability of independent innovation in science and technology services has been improved, and the function of the service industry has been gradually enhanced. However, there are still some problems in the modern service industry in Northeast China, such as imperfect development of the system, poor management model, weak sense of competition, lack of high-quality talents, and so on. The development of modern service industry in Northeast China lags behind that of other regions. Thirdly, the modern service industry in developed countries, with electronic information technology as the core competitiveness, is distributed in a clustered manner according to geographical location, and accompanied by a reasonable government control mechanism to promote development. Its successful experience provides more reference for the development of modern service industry in Northeast China. Finally, the problems encountered in the development of modern service industry in Northeast China and the successful experiences of foreign countries in the development of modern service industry are used for reference. This paper puts forward some personal countermeasures and ideas to speed up the development of modern service industry in Northeast China. First, we should give full play to the administrative service function of the government, set up the operating mechanism suitable for the development of the modern service industry in Northeast China, and innovate the financial policy. Second, coordinate the internal development environment of modern service industry, improve the service level of modern service industry, and build service brand in Northeast China. Third, strengthen the introduction and training of talents. Finally, develop the social basic service industry, modern agricultural service industry and open service industry in Northeast China. Construct the modern service industry development pattern with the northeast characteristic. The innovation of this paper is that the author rearranges and generalizes the connotation, classification and characteristics of modern service industry, and makes a comparative analysis of traditional service industry and modern service industry. This paper analyzes the problems in the course of the development of modern service industry in Northeast China, and has its own opinions and enlightenment for the future development of the mainstay industry of modern service industry in Northeast China. Vigorously developing the modern service industry in Northeast China will effectively drive the regional economic development to a new level.
