环渤海经济圈生产性服务业集聚的实证研究

【摘要】：近年来，生产性服务业成为世界经济中增长最快的行业之一，在各国经济中起到越来越重要的作用。特别是在服务业经济占主导地位国家的国民经济体系中，作为经济“黏合剂”作用的生产性服务业的增加值和就业比重一直占据着显著的优势地位。环渤海经济圈作为中国经济增长的第三极，已经形成了大量的发展优势。在此背景下，通过对环渤海经济圈生产性服务业的发展现状进行分析，，并利用区位商和产业效率方法对集聚状况进行比较研究，发现环渤海经济圈生产性服务业特点以及存在的问题，并在此基础上得出结论以及提出相关的政策建议。本文首先通过对国内外的研究文献进行梳理，以此界定生产性服务业的内涵及分类；在过往文献的梳理过程中，选择适合本文研究的方法——区位商和数据包络分析法（DEA）；运用区位商分析法对环渤海经济圈各省市生产性服务业各行业集聚度进行测算，并选取相关行业进行集聚效率分析；采用数据包络分析方法（DEA）对环渤海经济圈生产性服务业中选取的行业进行集聚效率比较分析，并为加快环渤海经济圈生产性服务业发展提供政策建议。文章数据结果显示区位商即集聚程度的高低，并不决定集聚效率是否有效。北京、天津生产性服务业各主要行业的区位商都较高，但是除北京的金融业外，其余行业综合技术效率均为无效。说明每个行业在集聚发展过程中，不仅要注重规模的集聚，更要考虑集聚过程中效率的问题，尽量减少效率的损失。
[Abstract]:In recent years, producer services have become one of the fastest growing industries in the world economy, and play a more and more important role in the world economy. Especially in the national economic system in which the service economy dominates, the added value and employment proportion of producer services, which acts as the economic "binder", has always occupied a significant advantage. As the third pole of China's economic growth, Bohai Rim Economic Circle has formed a large number of development advantages. In this context, through the analysis of the development status of producer services in the economic circle around the Bohai Sea, and the use of location quotient and industrial efficiency methods to compare the agglomeration situation. The characteristics and problems of producer services in the economic circle around the Bohai Sea are found, and on the basis of this, the author draws a conclusion and puts forward some relevant policy suggestions. Firstly, this paper defines the connotation and classification of producer service industry by combing the domestic and foreign research literature. Choose the method suitable for this study-location quotient and data envelopment analysis method, use location quotient analysis method to measure the concentration degree of producer service industry in every province and province around Bohai economic circle, and select relevant industries to analyze the agglomeration efficiency. By using the method of data envelopment analysis (DEAA), this paper makes a comparative analysis of the agglomeration efficiency of the producer services selected in the economic circle around the Bohai Sea, and provides policy recommendations for accelerating the development of the producer services in the economic circle around the Bohai Sea. The result shows that the degree of agglomeration does not determine the efficiency of agglomeration. The regional quotient of each major industry of producer service industry in Beijing and Tianjin is higher, but the comprehensive technical efficiency of other industries is invalid except the financial industry in Beijing. It shows that every industry should not only pay attention to the agglomeration of scale, but also consider the problem of efficiency in the process of agglomeration, and reduce the loss of efficiency as far as possible.
