长株潭城市群承接服务外包业的影响因素研究

【摘要】：金融危机带来了全球范围内的大规模的产业结构调整，而服务外包业是国际服务业发展和分工的最新模式，极大地推动了生产组织形式和产业结构的优化，将成为经济全球化浪潮中最有发展前途的产业之一。我国“十二五”规划纲要中也明确提出把推动服务业大发展作为产业结构优化升级的战略重点，不断提高服务业比重和水平。长沙市经济社会发展十二五规划也明确强调将大力引进国内服务外包“十大领军型企业”、前五十位“成长型企业”、国际知名服务外包企业，切实抓好服务外包业发展，支持企业做大做强。近年来，长株潭城市群服务外包业发展取得了长足的进步，但与湖南省政府打造“长株潭服务外包示范城市群”的目标要求存在一定差距，主要表现在：产业基础薄弱，工作推动难度大，发展速度仍然不快；企业主体竞争力不强，服务外包企业数量少，实力弱，规模小；以境内服务外包为主，国际离岸外包接单数较少；中高级服务外包人才特别是国际市场“接单”人才短缺。本文采用理论与实践相结合，定性与定量分析相结合的方法，，对长株潭城市群承接服务外包业的影响因素进行了系统的研究。本文共分为五个部分。首先，介绍了论文的研究背景和意义、国内外研究现状、论文研究思路和方法以及本文的创新之处；然后则对服务外包的内涵、分类以及全球离岸服务外包业的主要特征进行了介绍，并研究了交易成本理论、企业资源理论、价值链理论、产业集群理论、新国际分工理论及外包影响因素的相关理论；其次，对长株潭城市群服务外包业的发展现状及优势、劣势影响因素进行了深入分析和总结；再次，通过运用灰色关联法对长株潭城市群服务外包业发展的影响因素进行了实证分析，并得到了这些因素影响程度大小的一个排序。最后，在以上研究和分析的基础上，为政府决策者提出了促进长株潭城市群服务外包业发展的对策建议。
[Abstract]:The financial crisis has brought about a large-scale industrial restructuring in the world, and the service outsourcing industry is the latest model for the development and division of labor in the international service industry, which has greatly promoted the optimization of production organization and industrial structure. Will become one of the most promising industries in the wave of economic globalization. In the outline of the 12th Five-Year Plan of our country, it is clearly proposed that the promotion of the great development of the service industry should be regarded as the strategic focus of the optimization and upgrading of the industrial structure, and the proportion and level of the service industry should be continuously raised. The 12th Five-Year Plan for the Economic and Social Development of Changsha also clearly emphasizes that it will vigorously introduce domestic service outsourcing "ten leading enterprises," the first 50 "growth enterprises," internationally renowned service outsourcing enterprises, and earnestly grasp the development of the service outsourcing industry. Support enterprises to become bigger and stronger. In recent years, the service outsourcing industry of Changsha-Zhuzhou-Xiangtan urban agglomeration has made great progress, but there is a certain gap with the goal of Hunan provincial government to build "Changsha-Zhuzhou-Xiangtan service outsourcing demonstration urban agglomeration". The main body of the enterprise is not competitive, the number of service outsourcing enterprises is small, the strength is weak, the scale is small, the domestic service outsourcing is the main task, and the international offshore outsourcing is less than the single number. High-level service outsourcing talent, especially in the international market, "receiving orders" talent shortage. Based on the combination of theory and practice, qualitative and quantitative analysis, this paper makes a systematic study on the factors influencing the undertaking of service outsourcing industry in Chang-Zhuzhou-Xiangtan urban agglomeration. This paper is divided into five parts. First of all, it introduces the research background and significance of the paper, the current research situation at home and abroad, the research ideas and methods of the paper and the innovation of this paper, and then introduces the connotation of service outsourcing. The classification and the main characteristics of the global offshore service outsourcing industry are introduced, and the transaction cost theory, the enterprise resource theory, the value chain theory, the industrial cluster theory, the new international division of labor theory and the related theory of the influence factors of outsourcing are studied. Secondly, the development status, advantages and disadvantages of the service outsourcing industry of Chang-Zhuzhou-Xiangtan urban agglomeration are analyzed and summarized. By using the grey correlation method, this paper makes an empirical analysis on the factors influencing the development of service outsourcing industry in Changsha-Zhuzhou-Xiangtan urban agglomeration, and obtains a ranking of the influence degree of these factors. Finally, on the basis of the above research and analysis, this paper puts forward some countermeasures and suggestions for government decision makers to promote the development of service outsourcing industry in Chang-Zhuzhou-Xiangtan urban agglomeration.
