都市功能核心区现代服务业发展的着力点

【摘要】：我国现代服务业发展面临的深层次体制机制障碍尚未破除,发展潜力有待进一步释放,加快现代服务业发展需要大力推进"放管服"改革。具体而言,要优化政府服务,完善现代服务业监管体系;支持新产业、新业态、新模式发展;促进现代服务业集聚区、功能区发展。都市功能核心区现代服务业发展有必要建立健全考核评估机制,坚持综合评估与专项评估有机结合,科学选择考核评估方法,优化考核评估指标体系,注重评估结果的反馈与利用。此外,还要注重对考核评估机制实施动态调整。国家现代服务业综合改革试点为都市功能核心区发展现代服务业提供了诸多有益启示。
[Abstract]:The development of modern service industry in our country has not been broken down, and the potential of development needs to be further released. To accelerate the development of modern service industry, it is necessary to push forward the reform of "management and service". In particular, we should optimize government service, perfect the supervision system of modern service industry, support the development of new industry, new form and new mode, and promote the development of modern service agglomeration area and function zone. It is necessary for the development of modern service industry in the urban functional core area to establish and improve the assessment mechanism, to adhere to the organic combination of comprehensive assessment and special evaluation, to scientifically select assessment methods, and to optimize the evaluation index system. Focus on feedback and utilization of evaluation results. In addition, also pay attention to the assessment mechanism to implement dynamic adjustment. The pilot project of national modern service industry comprehensive reform provides a lot of beneficial enlightenment for the development of modern service industry in urban functional core area.
