郑州第三产业发展问题研究

【摘要】：进入21世纪以后,世界各国的经济飞速发展,在这一过程中,第三产业的贡献是不可忽视的,特别是在工业化后期阶段转变的中国。世界各国的发展经验表明：第三产业发展的程度已成为一个国家或地区经济经济发展程度的显著标志,一个城市如果要想成为该地区的区域增长极,必须要有自身的产业优势,特别是该地区第三产业要高度成熟化发展。当前中国正面临从工业化初中期阶段向工业化后期转变的关键时期,发展第三产业有助于经济的可持续化发展。同时第三产业具有吸纳大量就业劳动力的优点,这对于中国这个人口基数众多的国家是很重要的。对于郑州而言,发展第三产业对于建立建设中原经济区及郑州大都市区,改善民生状况都有着有十分重要的意义。但当前郑州第三产业增加值在地区生产总值中所占的比重,明显低于国内的一些经济发达城市,甚至是中部的一些城市,显示出郑州市第三产业发展滞后,严重影响本地区经济发展效益和效率,为此郑州市政府提出了建设郑州都市区的目标,根据郑州市的现状和特点,郑州十分有必要开拓思路,加快发展第三产业,增加第三产业在地区生产总值所占的比重,使其向高层次现代服务业发展。本文分别运用AHP分析法和因子分析法,建立模型对郑州第三产业进行了研究,分析发现郑州市第三产业受政府的政策环境影响很大,且第二产业与第三产业存在联动关系。同时,一个城市的居民素质与城市交通对这个地区也有很强的影响,这一点在地方招商投资时往往是投资商看重的。当然,郑州市在第三产业方面还存在以下问题：工业产业链结构不完善,第二产业与第三产业存在替代效应,这些问题导致当前郑州第三产业发展受到限制。综上所述,笔者认为当前郑州市第三产业整体发展层次不高,仍然以中低端为主,高端服务业匮乏。针对这些问题,笔者提出了相应的政策建议,并认为一个城市在发展第二产业的同时,不能忽视第三产业,如果某些城市跟着其它城市发展工业,很可能会使本地区的农业或服务业出现速度放缓的情况,这些城市要因地制宜,明确自身应该发展的主导产业。
[Abstract]:After entering the 21st century, the world economy is developing rapidly. In this process, the contribution of the tertiary industry can not be ignored, especially in the late stage of industrialization of China. The development experience of various countries in the world shows that the degree of tertiary industry development has become a remarkable symbol of the degree of economic development of a country or region. If a city wants to become the regional growth pole of the region, it must have its own industrial advantages. In particular, the tertiary industry in the region to a high degree of maturity and development. At present, China is facing the key period from the early and middle stage of industrialization to the late stage of industrialization, and the development of the tertiary industry is conducive to the sustainable development of the economy. At the same time, the tertiary industry has the advantage of absorbing a large number of employed labor, which is very important for China, a country with a large population base. For Zhengzhou, the development of the tertiary industry is of great significance to the establishment of the Central Plains Economic Zone and Zhengzhou Metropolitan area, and to the improvement of people's livelihood. However, at present, the proportion of the added value of the tertiary industry in the regional GDP in Zhengzhou is significantly lower than that in some economically developed cities in China, even in some cities in the central part of the country. This shows that the development of the tertiary industry in Zhengzhou is lagging behind. The benefit and efficiency of economic development in this area are seriously affected. For this reason, the Zhengzhou Municipal Government has put forward the goal of constructing Zhengzhou Metropolitan District. According to the present situation and characteristics of Zhengzhou City, it is very necessary for Zhengzhou to open up ideas to speed up the development of the tertiary industry. Increase the proportion of the tertiary industry in the regional GDP, and make it develop to the high-level modern service industry. In this paper, AHP and factor analysis are used to establish a model to study the tertiary industry in Zhengzhou. It is found that the tertiary industry in Zhengzhou is greatly influenced by the government's policy environment, and there is a linkage relationship between the secondary industry and the tertiary industry. At the same time, the quality of a city's residents and urban transportation also have a strong impact on this area, which is often valued by local investors. Of course, Zhengzhou still has the following problems in the tertiary industry: the structure of industrial chain is not perfect, the secondary industry and the tertiary industry have the substitution effect, these problems cause the development of the tertiary industry in Zhengzhou to be restricted. To sum up, the author believes that the overall level of development of the tertiary industry in Zhengzhou is not high, still in the middle and low end, and the high-end service industry is scarce. In view of these problems, the author puts forward corresponding policy suggestions, and thinks that a city should not ignore the tertiary industry while developing the secondary industry, if some cities follow other cities to develop industry, This is likely to slow the pace of agriculture or services in the region, with these cities having to adapt to local conditions and identify the dominant industries they should develop.
