老年社区建设项目评价研究

【摘要】:近年来,中国的人口老龄化问题已成为全社会关注的焦点。一方面我国的经济快速发展,对和谐稳定的社会环境提出了更高的要求;另一方面,我国养老服务的发展却跟不上人口老龄化的脚步。养老服务体系不完善、养老设施发展慢、养老机制欠缺等问题的存在严重地影响着社会的和谐稳定,制约着我国经济社会的进一步发展。目前天津市人口老龄化程度在全国各大城市中位列第三,紧跟上海、北京之后。而天津的养老设施却完全不能满足社会需求。开发针对老年人特点的老年社区,满足老年人在养老方面更多的要求,成为天津养老产业发展的必然要求。 本论文所研究的静海县老年社区项目将建设成为集养老、医疗、护理等于一体的示范养老宜居社区。该项目不仅能够满足老年人的居住要求,而且具有各类的养老养生功能,能够满足现在老人对于生活质量、生活环境、文化需求、医疗护理等多方位的要求。 本论文应用项目评价的基本理论与方法,分析了静海县老年社区项目建设的必要性与可行性,并从财务评价、社会评价及风险评价方面对其进行了评价。从财务评价角度分析该项目盈利能力、清偿能力和财务生存能力等方面,得出该项目具有财务可行性;从社会影响、社会适应性以及社会风险三方面对该项目的社会影响进行了评价;应用蒙特卡洛模拟,对该项目的风险进行了分析评价并提出了相应的风险防范措施。 本论文所研究的老年社区填补了天津市中高端养老地产方面的空白,能够为天津市的养老地产提供新的模式,,加以复制及推广能够为今后天津养老产业的发展注入新的活力。
[Abstract]:In recent years, China's aging population has become the focus of attention throughout the society. On the one hand, the rapid economic development of our country puts forward higher requirements for a harmonious and stable social environment; on the other hand, the development of pension services in China can not keep up with the pace of aging population. The problems such as imperfect old-age service system, slow development of old-age facilities and lack of pension mechanism seriously affect the social harmony and stability, and restrict the further development of our country's economy and society. Tianjin is now the third largest city in China, after Shanghai and Beijing. Tianjin's pension facilities are completely unable to meet social needs. It is an inevitable requirement for the development of the old-age industry in Tianjin to develop the elderly community with the characteristics of the elderly and to meet more requirements of the elderly in the field of old-age care. In this paper, the project of the elderly community in Jinghai County will be built into a model community of old-age care, medical care and nursing. The project can not only meet the living requirements of the elderly, but also has the function of various old-age health care, and can meet the needs of the elderly in many aspects, such as quality of life, living environment, cultural needs, medical care and so on. Based on the basic theory and method of project evaluation, this paper analyzes the necessity and feasibility of the construction of the elderly community project in Jinghai County, and evaluates it from the aspects of financial evaluation, social evaluation and risk evaluation. From the angle of financial evaluation, the paper analyzes the profitability, liquidating ability and financial viability of the project, and draws the conclusion that the project has financial feasibility; The social impact of the project is evaluated from the aspects of social adaptability and social risk, and the risk of the project is analyzed and evaluated by Monte Carlo simulation, and the corresponding risk prevention measures are put forward. The elderly community studied in this paper has filled up the gap of the middle-high old-age real estate in Tianjin, which can provide a new model for the old-age real estate in Tianjin, and replicate and popularize it can inject new vitality for the future development of the old-age industry in Tianjin.
