京沪粤第三产业比较研究

【摘要】：改革开放以来，中国经济保持着快速稳定的发展。北京、上海和广东作为中国经济发展的三大发动机，它们对中国经济发展的重要性不言而喻。当前，京沪粤正处于工业化社会向后工业化社会加速前进阶段，第三产业对经济发展的作用越来越强。由于所处阶段大抵相同，京沪粤第三产业有着共同的大背景特征，然而，受经济发展水平和产业政策的影响，它们又有着各自特点。本文主要结合最新统计年鉴数据、投入产出表数据和经济普查数据，对京沪粤第三产业总体及其内部各行业进行比较研究，找出它们的共性和特性，并对广东省发展第三产业提出政策建议。本文首先对京沪粤第三产业发展的基本情况进行总体分析，然后从产业关联和产业波及效果两个方面，对京沪粤第三产业总体及其内部主要行业进行投入产出分析，接着采用DEA模型对京沪粤第三产业内部各行业的相对效率进行比较研究。研究发现：京沪粤第三产业所处阶段不同；北京市第三产业从业人员具有学历和职称优势，广东有技能优势；北京市和上海市第三产业大都属于外向型服务业，广东大都属于内向型服务业；从产业关联角度，，北京市第三产业属于最终需求型产业，上海市第三产业属于中间投入型产业，广东省第三产业属于最终需求型基础产业；从产业波及效果角度，上海市第三产业影响力和感应度最大，北京次之，广东最小；京沪粤第三产业内部各行业的相对效率，两头相同，中间相异。最后，立足广东本省，提出我省发展第三产业的政策建议：加快第三产业发展，形成“双引擎”效应；优化第三产业从业人员结构，提升从业人员素质；增加人均可支配收入，扩大第三产业市场；加快投入产出效率高的行业的发展；压缩国有经济比重较大的行业的投资，加快国有经济市场化步伐等等。
[Abstract]:Since the reform and opening up, China's economy has maintained rapid and stable development. Beijing, Shanghai and Guangdong are the three main engines of China's economic development, and their importance to China's economic development is self-evident. At present, Beijing, Shanghai and Guangdong are in the accelerating stage of the industrialization society to the post-industrialized society, and the third industry plays a more and more important role in the economic development. Because of the same stage, the tertiary industry in Beijing, Shanghai and Guangdong has the same background characteristics. However, influenced by the level of economic development and industrial policy, they have their own characteristics. Based on the latest statistical yearbook data, input-output table data and economic census data, this paper makes a comparative study of the tertiary industry in Beijing, Shanghai and Guangdong and its internal industries, and finds out their commonalities and characteristics. And the development of tertiary industry in Guangdong Province put forward policy recommendations. This paper firstly analyzes the basic situation of the development of the tertiary industry in Beijing, Shanghai and Guangdong, and then analyses the input-output of the tertiary industry in Beijing, Shanghai and Guangdong and its main industries from the two aspects of industrial connection and industrial ripple effect. Then we use DEA model to compare the relative efficiency of the tertiary industry in Beijing, Shanghai and Guangdong. The study found that: the tertiary industry in Beijing, Shanghai and Guangdong is at different stages; the employees in the tertiary industry in Beijing have the advantages of academic qualifications and titles, and Guangdong has the advantage of skills; the tertiary industry in Beijing and Shanghai is mostly an export-oriented service industry. From the angle of industrial connection, the third industry in Beijing belongs to the final demand industry, the third industry in Shanghai belongs to the intermediate input industry, the third industry in Guangdong Province belongs to the final demand basic industry. From the point of view of industrial ripple effect, Shanghai's tertiary industry has the greatest influence and sensitivity, Beijing second, Guangdong the smallest; the relative efficiency of each industry in Beijing, Shanghai and Guangdong is the same at both ends and different in the middle. Finally, based on Guangdong Province, this paper puts forward some policy suggestions for the development of tertiary industry in our province: speeding up the development of tertiary industry, forming "double engine" effect, optimizing the structure of employees in the third industry, improving the quality of employees, increasing the per capita disposable income, Expanding the tertiary industry market, accelerating the development of industries with high input-output efficiency, reducing investment in industries with a large proportion of state-owned economy, speeding up the pace of marketization of state-owned economy, and so on.
