沙坪坝区西部新城现代服务业发展研究

【摘要】：沙坪坝区西部新城是重庆统筹城乡总体规划确定的六大副中心之一。经过“十一五”期间的建设与发展，西部新城已经成为重庆主城“北上西进”的主要承接地，已经形成以IT集成电路为主的高端制造业集群，以高校学生、产业工人为主的十几万消费群体，客观上对现代服务业提出日益增强的配套需求。目前西部新城金融、创意设计、IT资讯、市场开拓、形象设计、服务外包、娱乐、休闲等生产性服务业、科技服务业、新兴服务业严重滞后。本课题正是基于这种特殊背景而展开的对西部新城现代服务业发展的系统构建。以求合理引导生产性服务业、新兴服务业、科技服务业的发展方向和规划布局，促使西部新城既能满足落户企业的生产配套需求，又能满足高校师生和产业工人的生活配套需求。同时，也能为类似新兴城区发展现代服务业提供借鉴。 本文以基于竞争力的产业集群理论、资源禀赋理论、产业梯度转移理论为基础，立足于沙坪坝区西部新城实际，运用SWOT分析法，采取规范分析与对策分析、静态分析与动态分析、宏观分析和微观分析、理论性分析和描述性分析相结合的研究方法，对西部新城发展现代服务业进行了全面系统研究。首先，，对沙坪坝区西部新城发展现代服务业的必要性、可行性进行分析；其次，重点从优先发展生产性服务业、培育发展新兴服务业、做大做强科技服务业三个方面，提出沙坪坝区西部新城发展现代服务业的路径；最后，提出组织机构推动、加强政策扶持、“产学研”机制保障、完善发展环境等对策建议。 本论文针对目前西部新城“有大学无城”、“有园区无城”的突出问题，从优先发展生产性服务业、培育发展新兴服务业、做大做强科技服务业三个方面提出了沙坪坝区西部新城发展现代服务业的路径，对西部新城的现代服务业发展有创新的现实意义。但论文当中还存在一些不完善的地方:如更多的是偏向应用、学术浓度不够、分析还不够透彻、文字还不够精炼等。
[Abstract]:Shapingba district west new town is Chongqing overall planning of urban and rural areas identified as one of the six mate center. After the construction and development of the 11th Five-Year Plan period, the West New City has become the main undertaking place of Chongqing's main city, "going northward to the west", and has formed a high-end manufacturing cluster with IT integrated circuits as the main part, with college students. Hundreds of thousands of industrial workers, objectively, the modern service industry is increasing the demand for supporting. At present, the western new town finance, creative design, IT information, market development, image design, service outsourcing, entertainment, leisure and other producer services, science and technology services, emerging services lag behind. This subject is based on this special background to the development of modern service industry system construction. In order to reasonably guide the development direction and layout of producer service industry, new service industry and science and technology service industry, the new town in the west can meet the production and supporting needs of the established enterprises. It can also meet the needs of college teachers and students and industrial workers. At the same time, it can also provide reference for the development of modern service industry in similar new urban areas. Based on the theory of industrial cluster based on competitiveness, the theory of resource endowment and the theory of industrial gradient transfer, this paper bases itself on the reality of the new town in the west of Shapingba district, adopts SWOT analysis method, and adopts normative analysis and countermeasure analysis. Based on the methods of static analysis and dynamic analysis, macro analysis and micro analysis, theoretical analysis and descriptive analysis, this paper makes a comprehensive and systematic study on the development of modern service industry in the western new town. Firstly, it analyzes the necessity and feasibility of developing modern service industry in the western new town of Shapingba district. Secondly, it focuses on three aspects: giving priority to the development of producer services, cultivating and developing new service industries, and making science and technology services bigger and stronger. The paper puts forward the way to develop the modern service industry in the western new town of Shapingba district, and finally, puts forward some countermeasures and suggestions, such as promoting the organization, strengthening the policy support, ensuring the mechanism of "production, learning and research", and perfecting the development environment. This paper aims at the prominent problems of "having university without city" and "having park without city" in the western new city, from giving priority to developing producer service industry, cultivating and developing new service industry. The paper puts forward the way to develop the modern service industry in the west of Shapingba district from three aspects of enlarging and strengthening the scientific and technological service industry, which is of practical significance for the development of the modern service industry in the western new town. However, there are still some imperfections in the thesis, such as the bias towards application, the lack of academic concentration, the lack of thorough analysis, the lack of refinement of the text, and so on.
