中国承接服务外包产业转移的运行机制研究

【摘要】：伴随全球经济一体化和国际产业转移浪潮的加剧,以服务外包为主要形式的现代服务业产业转移已经成为国际产业转移的新热点。我国在承接以制造外包为载体的国际产业转移之后,也开始了承接国际服务外包产业转移的进程。服务外包产业转移与以往的传统产业转移相比,无论是其理论依据,还是运作机理都有很大差异。以往对服务外包的研究也大都是从企业管理和商业运作的角度来进行,很少从产业转移与承接的角度对其发生的原因、运行方式、影响作用进行剖析,揭示服务外包产业转移的运行机制和一般规律。服务外包现象的多元性,决定了单一理论不能对其发生、发展和运作机理做出较为全面的合理解释。本文就是针对这样一个新的经济现象,从产业转移的角度,在以往相关研究的基础之上,结合我国承接服务外包产业转移的实践,揭示服务外包产业转移运行的一般机理。首先对服务外包产业转移的概念和内涵进行分析,再进一步对服务外包产业转移的发生基础、运行模式和作用机理进行了梳理,从而系统地揭示服务外包产业转移的运行机制,构建服务业产业转移的理论分析框架,并在此基础上提出自己的思考与建议。
[Abstract]:With the global economic integration and the intensification of international industrial transfer, the service outsourcing as the main form of modern service industry transfer has become a new focus of international industrial transfer. After undertaking the international industry transfer with manufacturing outsourcing as the carrier, our country also began the process of undertaking the international service outsourcing industry transfer. Compared with the traditional industry transfer, the transfer of service outsourcing industry has great differences in both theoretical basis and operation mechanism. In the past, most of the research on service outsourcing has been carried out from the angle of enterprise management and commercial operation, and rarely from the angle of industrial transfer and undertaking to analyze the causes, operation mode and influence function of service outsourcing. Reveal the service outsourcing industry transfer operation mechanism and general law. The diversity of service outsourcing determines that a single theory can not give a more comprehensive and reasonable explanation to its occurrence, development and operation mechanism. This paper aims at such a new economic phenomenon, from the point of view of industrial transfer, on the basis of previous relevant research, combined with the practice of undertaking service outsourcing industry transfer in China, reveals the general mechanism of service outsourcing industry transfer operation. First of all, the concept and connotation of service outsourcing industry transfer are analyzed, and then the occurrence basis, operation mode and function mechanism of service outsourcing industry transfer are combed out, so as to reveal the operation mechanism of service outsourcing industry transfer systematically. This paper constructs the theoretical analysis framework of service industry transfer, and puts forward its own thoughts and suggestions on this basis.
