【摘要】：加快发展服务业是关系我省十二五期间经济发展的重要战略任务，也是有效应对金融危机冲击、促进经济发展方式转变和产业结构优化升级的重要举措。近年来，山东省委、省政府着眼于经济社会发展的全局，高度重视服务业的繁荣发展，把服务业的高度发展作为扩大就业、优化产业结构、提高经济整体效益、促进经济社会全面协调发展的重大举措，作为全省经济工作的重点来抓，取得了明显的成效，但随着经济的全球化的发展，很多制约服务业进一步发展的因素凸显出来。为了适应山东经济社会的发展，省委、省政府提出了十二五期间服务业的跨越式发展策略，并指出要进一步采取加快我省服务业发展的有效措施，提高对发展服务业重要性的认识。 1978年改革开放以来，随着山东省市场化进程的深入，其在服务业方面取得了较大发展，服务业增加值逐渐增大。21世纪，随着服务业进入全面发展的时期，一系列的社会问题相继出现，如大学生就业问题。服务业成为新的重要的经济增长方式。在新时期，如何加快发展服务业使其起到增加就业、调整产业结构、提高人民生活水平等重要作用，是摆在我们面前的新的研究任务。本文主要是关于加快山东省服务业发展的研究，针对山东省地处沿海地带，东部半岛地区经济发达，内陆欠发达的情况，分析研究关于山东服务业发展现状及问题及进一步加快山东服务业发展的对策和措施，，从而提供理论和依据服务于十二五期间服务业的跨越发展的实现。首先简要分析了马克思主义中国化的过程中有关服务业的思想和理论。运用马克思主义建设中国的特色社会主义，不仅是在工业农业等方面运用马克思主义的基本理论，服务业的发展也要遵循客观规律，否则必然招致失败。在此部分还根据论文的需要介绍了一些与服务业相关的经济理论，如产业结构演变理论，经济发展阶段理论，可持续发展理论。其次分析了山东服务业的发展现状。通过山东各地区的比较及山东和其他省份服务业发展的比较分析了山东服务业的发展成效、发展现状及制约山东服务业进一步发展的因素。再次根据对山东服务业发展现状的分析研究了与加快发展山东服务业有关的思路和战略重点，主要分析内容包括：生产性服务业、生活性服务业、农村服务业等服务业中着重发展的行业，从而明确了山东服务业发展的重点，为加快山东服务业中重点产业的发展提供了依据。最后根据关于山东服务业发展的现状分析和制约因素分析，结合加快山东服务业的发展思路和原则，从思想解放、载体建设、拓展环境、壮大规模、品牌建设等方面详细研究了加快山东服务业的措施。山东的发展已经进入经济起飞阶段，此阶段的发展有赖于第三产业的快速发展，因此服务业的高速增长是山东经济发展的重要前提，也是经济发展阶段中消费阶段和追求生活质量阶段的经济基础。
