【摘要】:一个企业要想获得持续、良性的发展,必然需要高效的组织绩效做支撑。而绩效管理是企业管理活动中的一个重要环节,也是对组织内部人员发挥激励作用的重要手段。随着我国烟草行业发展的迫切需要,提高该行业绩效管理水平显得越来越重要。我国烟草行业实施专卖专营管理,从烟草产品的生产到销售都受到国家的严格监管。烟草专卖制度在规范卷烟规范销售和管理的同时,也导致了烟草商业企业缺乏竞争压力与意识,安于现状,进而体现在意识层面和方法层面,即为烟草商业企业的绩效管理手段有所缺乏、效果不甚明显。 我国基层烟草商业企业(即:县级局(分公司或营销部))是承担卷烟销售和市场监管的直接执行单位,其绩效管理直接影响整个行业的经营和管理指标。因此,加强我国基层烟草商业企业的绩效管理工作成为一项迫在眉睫的重要工作。 本文以绩效管理经典理论为基础,对SD烟草公司的绩效管理工作进行研究,力争达到两方面效果:一方面通过访谈、调查问卷等方法初步了解了SD烟草公司的绩效管理现状,梳理问题并分析其原因;另一方面基于相关理论的结合运用,对SD烟草公司的绩效管理工作提出改进意见。 基于烟草专卖管理体制的特殊行业背景,本文以SD烟草公司的绩效管理体系为研究对象,按照以下六个部分进行了研究:第一章集中论述了研究背景、意义和主题;明确研究所采用的方法和技术路线;确定研究的思路和具体内容安排;指出可能的创新点和理论贡献。第二章主要介绍绩效管理相关概念、流程和方法并提出本论文所采用的绩效管理方法,以此作为研究的理论和方法基础。第三章对SD烟草公司的绩效管理现状进行分析,准确把握其现实存在问题,以此作为研究的现实基础。第四章对SD烟草商业企业的绩效管理工作进行优化设计,是本文核心。第五章从四个角度提出SD烟草公司绩效管理优化保障措施,,这是对第四章的细化与补充。第六章归纳全文研究结论和管理启示,并指出需要进一步研究的方向。 本文的创新之处在于提出了基于KPI与MBO系统整合的基层烟草商业企业绩效考核体系实施路径和实施策略。通过灵活运用多种绩效考核方法来解决公司绩效管理过程中遇到的诸多问题,力求使对策具有针对性和适用性。
[Abstract]:If an enterprise wants to obtain the sustained, healthy development, the inevitable need of efficient organization performance support. Performance management is an important part of enterprise management activities, but also play an important role in the incentive means of personnel within the organization. With the rapid development of China's tobacco industry is the urgent need to improve the performance management level of the industry. It becomes more and more important. The implementation of monopoly management in China tobacco industry, from production to sales of tobacco products are subject to strict regulation. At the same time the national tobacco monopoly system in the standard specification of cigarette sales and management, also led to the tobacco business enterprises lack the competitive pressure and consciousness, the status quo, and reflected in the level of consciousness and method level. Is the tobacco commercial enterprise performance management is lack, the effect is not very obvious.
Our local tobacco business enterprises (i.e.: County Bureau (branch or Sales Department)) is direct execution units bear cigarette sales and market supervision, performance management directly affect the entire industry operation and management indicators. Therefore, strengthening the performance management of China's grassroots tobacco business has become an important task imminent.
This paper is based on the classical theory of performance management, the research on SD tobacco companies performance management work, and strive to achieve two effects: on the one hand, through interviews, questionnaires and other methods of a preliminary understanding of the current situation of performance management of the SD tobacco companies, sort out the problem and analyze the reasons; on the other hand, using a combination of theory based on improved comments on SD tobacco companies's performance management.
The tobacco monopoly management system based on the special industry background, this paper takes SD tobacco companies performance management system as the research object, according to the following six parts were studied: the first chapter discusses the research background, significance and theme; methods and techniques used in this study clearly; to determine the arrangement of research ideas and specific content; point out possible the innovation and contribution to theory. The second chapter mainly introduces the related concepts of performance management, performance management process and methods and put forward the method used in this paper, as the basis of the theory and method of study. In the third chapter, the current situation of performance management of SD tobacco companies for analysis, accurate grasp of the real problems, as the realistic basis of the study in the fourth chapter. SD tobacco business enterprise performance management to optimize the design, is the core of this paper. The fifth chapter puts forward SD tobacco from four angles The optimization of safeguard measures in company performance management is the refinement and supplement to the fourth chapter. The sixth chapter summarizes the research findings and management implications, and points out the direction for further research.
The innovation of this paper is to put forward the system of grassroots tobacco commercial enterprise performance evaluation system based on the integration of KPI and MBO implementation path and implementation strategies. To solve the problems encountered in the process of the performance management of the company through the flexible use of a variety of performance assessment methods, and strive to make countermeasures with pertinence and applicability.
