宝钢采购电子商务平台会员认证项目进度管理研究

【摘要】：我国信息化建设突飞猛进,电子商务服务业成为重要的新兴产业。2000年8月,宝钢下属东方钢铁电子商务有限公司作为国内钢铁行业首家电子商务公司应运而生。至此,宝钢步入了快速发展的数字化之路。经过10年的实践,宝钢已初步建成支撑钢铁主业的电子销售、电子采购、电子交易、基础服务和数据服务等五大平台;如今,宝钢电子商务已经成为国内同行中应用模式最完善、交易量最大、手段最为齐全的钢铁企业电子商务平台,达到国际先进水平。2013年,宝钢股份谋求"一体两翼"的新格局,以钢铁为主体,IT及电子商务平台为两翼。电子商务平台除了一个信息化管理手段外,也将逐渐成为宝钢多种盈利来源之一。为此,东方钢铁电子商务有限公司搭建并运维的宝钢采购电子商务平台,在对行业做了对标调研后,拟将会员认证作为一种可盈利的服务产品对外推广。开展会员认证的项目管理过程中,项目进度计划和控制管理对项目能否顺利实施及按时完工起到了关键性的作用。本文首先研究了国内外项目管理的现状,继而对项目进度计划及项目进度控制的理论进行概述。对宝钢采购电子商务平台会员认证项目的阐述则从项目组织机构建立、项目组与职能部门的关系、项目工作结构分解、工作量估算等方面进行分析,运用网络图及甘特图编制项目进度计划。从项目范围入手对影响项目进度的因素进行剖析,继而提出了对关键工作工期的强制缩短法及调整工作关系两种项目进度计划的优化方案。并通过项目进度计划层层分解,项目例会、项目沟通、项目状态报告等多种方法进行项目进度控制。同时,又分析了其他计划(资源计划、质量计划、费用计划、风险计划)对项目进度计划可能产生的影响。最后,归纳总结出一些对电子商务平台服务产品推广项目的进度管理建议。
[Abstract]:With the rapid development of information construction in China, e-commerce service industry has become an important emerging industry. August 2000. Baosteel Dongfang Iron and Steel Electronic Commerce Co., Ltd. emerged as the first e-commerce company in the domestic steel industry. So far, Baosteel has stepped into the rapid development of the digital road. After 10 years of practice. Baosteel has initially built five platforms to support the main industry of iron and steel electronic sales, electronic procurement, electronic trading, basic services and data services; Now, Baosteel electronic commerce has become the most perfect application model, the largest trading volume, the most complete means of steel enterprise e-commerce platform, reaching the international advanced level. 2013. Baosteel shares seek a new pattern of "one body and two wings", with iron and steel as the main body of IT and e-commerce platform as the two wings. To this end, Dongfang Iron and Steel Electronic Commerce Co., Ltd. set up and maintain the Baosteel procurement e-commerce platform, after the industry of the standard survey. It is proposed to promote membership certification as a profitable service product. In the process of project management of member certification. Project schedule planning and control management play a key role in the smooth implementation and timely completion of the project. Firstly, this paper studies the current situation of project management at home and abroad. Then the project schedule and the theory of project schedule control are summarized. The description of the member certification project of procurement e-commerce platform of Baosteel is from the project organization, the relationship between the project team and the functional department. Project work structure decomposition, workload estimation and other aspects of analysis, using network diagram and Gantt chart to draw up the project progress plan. From the scope of the project to analyze the factors affecting the progress of the project. Then, the paper puts forward two kinds of optimization schemes of the project schedule, namely, the mandatory shortening of the critical work duration and the adjustment of the work relationship. The project schedule is decomposed layer by layer, the project routine meeting, and the project communication. Project status report and other methods to control the progress of the project. At the same time, the impact of other plans (resource plan, quality plan, cost plan, risk plan) on the project schedule may be analyzed. Finally. Some advices on schedule management of e-commerce platform service product promotion project are summarized.
