改革开放以来山西大型煤炭企业发展模式研究

【摘要】:山西作为煤炭资源大省,其煤炭资源具有储量大、分布广、品种全、煤质优、埋藏浅、易开采等特点。在第三次全国煤炭资源勘查中山西煤炭储量为6552亿吨,占全国的12%,仅次于新疆和内蒙古,居全国第三位。全省119个县中就有91个县产煤,达到3/4以上,因此,煤炭业在山西国民经济发展中具有举足轻重的作用,直接关系到全省各地区经济的发展。煤炭企业作为煤炭工业发展的微观主体,决定着煤炭工业发展的状况,特别是大型煤炭企业,受资源型产业的规模要求,对煤炭工业的发展起着举足轻重的作用。改革开放以来,伴随着建立能源重工业基地、到对煤炭资源进行全面整合、再到建立山西转型综改试验区的历次重大举措,山西大型煤炭企业经历了四个阶段:第一阶段是改革开放初期的八大矿务局;第二阶段是乡镇中小煤矿兴起,逐渐与国有煤矿并行发展的时期,也是山西煤炭业蓬勃发展的一个阶段;第三阶段是大型煤炭企业不断发展壮大时期;第四阶段是国有大型煤炭企业不断兼并中小煤矿,形成产业集中度较高,竞争较为合理化的时期,其主要由省属七大煤炭集团和部分地方煤矿组成。在这四个发展阶段中,大型煤炭企业的发展无论是在战略方面抑或是经营策略方面变化,还是利润水平方面都不断地发生着变化,每次变化的同时带来企业发展模式的变迁,这些变迁是如何发生的,各个发展模式分别呈现出哪些特点?成效如何?等等一系列问题都值得我们认真地去梳理,以为今后山西乃至全国煤炭工业和企业的发展提供参考和借鉴。通过对改革开放以来山西大型煤炭企业发展历程的回顾,本文先将其发展模式分为四个阶段,依次是:“单纯生产型”、“生产经营型”、“规模化与多元化经营”及“可持续发展”四种模式,然后对这四种模式的演变历程及原因进行了分析研究。分析认为国家政策、产权变动、企业自身的经营机制等因素影响企业不断地调整发展战略及发展模式,以适应环境的不断变化,实现企业的长期稳定发展。在此基础上,对大型煤炭企业未来的发展提供一些政策建议。
[Abstract]:As a large province of coal resources, Shanxi has the characteristics of large reserves, wide distribution, complete variety, excellent coal quality, shallow burial and easy mining. In the third national coal resources exploration, the coal reserves in Zhongshan and West China are 655.2 billion tons. Accounting for 12% of the country, it ranks third in the country after Xinjiang and Inner Mongolia. Of the 119 counties in the province, 91 counties produce coal, reaching more than 3 / 4. Therefore, the coal industry plays a pivotal role in the development of the national economy in Shanxi. Coal enterprises, as the micro main body of coal industry development, determine the development of coal industry, especially large coal enterprises, which are required by the scale of resource-based industry. It plays an important role in the development of the coal industry. Since the reform and opening up, with the establishment of the energy heavy industry base, the comprehensive integration of coal resources, and the establishment of a comprehensive and comprehensive reform pilot area in Shanxi Province, Large coal enterprises in Shanxi have experienced four stages: the first stage is the eight major mining bureaus in the early stage of reform and opening up; the second stage is the period of the rise of small and medium-sized coal mines in villages and towns, which gradually develops in parallel with the state-owned coal mines. It is also a stage in the vigorous development of Shanxi's coal industry; the third stage is the period of continuous development and growth of large-scale coal enterprises; the fourth stage is the continuous annexation of small and medium-sized coal mines by large state-owned coal enterprises, resulting in a relatively high degree of industrial concentration. During the period when competition was more reasonable, it was mainly composed of seven major provincial coal groups and some local coal mines. In these four stages of development, the development of large coal enterprises has changed in terms of strategy or management strategy. Or the level of profits are constantly changing, each change at the same time bring about changes in the enterprise development model, how these changes occur, each development model presents what characteristics? How did it work? And so on, a series of problems are worthy of our careful combing, in order to provide a reference and reference for the future development of the coal industry and enterprises in Shanxi and the whole country. Through the review of the development course of Shanxi's large coal enterprises since the reform and opening up, In this paper, the development model is divided into four stages: "pure production", "production and management", "scale and diversification" and "sustainable development". Then, the evolution course and reasons of these four models are analyzed and studied. It is concluded that the national policy, the change of property rights and the management mechanism of the enterprise itself affect the development strategy and development model of the enterprise. In order to adapt to the changing environment and realize the long-term stable development of enterprises, some policy suggestions are provided for the future development of large coal enterprises.
