基于供应链的煤炭物流公共信息平台构建及评价研究

【摘要】:物流公共信息平台作为现代物流信息化的重要发展方向,其理论体系尚未成熟和完善,平台的实际建设和运行也都仍处于探索阶段。本文针对煤炭物流的特点,研究了煤炭物流公共信息平台的构建及运行绩效评价问题,旨在为后续的平台建设提供思路。首先,阐述了煤炭物流信息化的现状、趋势及实现途径;其次,采用PEST分析法,从煤炭物流公共信息平台构建的宏观环境——政策(Politics)、经济(Economic)、社会(Society)、技术(Technology)进行可行性分析;接着,指出了平台下煤炭供应链的特点和供应链下煤炭物流的特点并提出了供应链下的煤炭物流网络体系;紧接着,探讨了平台下煤炭供应链的信息需求、传递特征以及煤炭供应链节点企业对平台的功能需求;然后提出了平台的构建原则,确立了平台的构建目标,并从供应链的角度构建了煤炭物流公共信息平台的体系架构和网络结构模型。其中,体系结构包括基础设施层、供应链业务层、供应链管理层、供应链决策层以及门户层5个层次;网络结构模型由煤炭供应链的上、下游和核心企业3个子系统组成。进而,建立了平台的运行绩效评价指标体系,其包括信息质量、服务水平、经济效益和运行安全性4个一级指标和13个二级指标。然后采用层次分析法确定指标权重,模糊综合评判法进行评价,并用MATLAB软件实现,最后将其应用于平台L的运行绩效评价,评价结果为“较好”这一等级,与平台L的实际状况相符。
[Abstract]:As an important development direction of modern logistics information, the theoretical system of logistics public information platform is not mature and perfect, and the actual construction and operation of the platform are still in the exploration stage. According to the characteristics of coal logistics, this paper studies the construction and performance evaluation of public information platform of coal logistics, in order to provide ideas for the subsequent construction of the platform. Firstly, the paper expounds the present situation, trend and realization way of coal logistics informatization, secondly, analyzes the feasibility of coal logistics public information platform from the macro environment politics, economy, society and technology by pest analysis. Then, the paper points out the characteristics of coal supply chain under the platform and coal logistics under the supply chain, and puts forward the coal logistics network system under the supply chain, and then discusses the information demand of the coal supply chain under the platform. Transfer characteristics and the functional requirements of coal supply chain node enterprises, and then put forward the platform construction principles, establish the platform construction objectives, From the point of view of supply chain, the system structure and network structure model of coal logistics public information platform are constructed. The architecture consists of infrastructure layer, supply chain business layer, supply chain management layer, supply chain decision layer and portal layer, and the network structure model consists of three subsystems of coal supply chain: upstream, downstream and core enterprises. Furthermore, the performance evaluation index system of the platform is established, which includes four primary indexes of information quality, service level, economic benefit and operation security, and 13 secondary indexes. Then the index weight is determined by analytic hierarchy process (AHP), the fuzzy comprehensive evaluation method is used to evaluate it, and it is realized by MATLAB software. Finally, it is applied to the performance evaluation of platform L, and the evaluation result is "better" grade. It is consistent with the actual condition of platform L.
