井工煤矿绿色开采激励机制研究

【摘要】:煤炭开采可持续发展和建立友好生态环境是我国煤炭经济发展过程的主要制约因素,针对这一问题,国家提出了绿色开采技术,而如何建立有效的保障体系,从而促进绿色开采技术实施,已成为目前亟待解决的问题。为此,本文以绿色开采激励机制为研究对象,指出绿色开采技术从推广到实施的不同阶段有不同的激励机制,对绿色开采技术推广宣传过程采用技术价值分析、在绿色开采技术实施过程中进行博弈行为分析以及在已经进行绿色开采的煤矿企业进行成本效益分析,具体研究内容如下。 (1)在分析我国现有绿色开采技术政策不足的基础上,首先详细分析了绿色开采技术体系的工具价值,生态价值以及利用经济增长模型分析了绿色开采技术的社会价值。本文指出绿色开采技术体系具有工具、生态以及社会三重价值,,能够直观展现绿色开采技术体系的有利方面。 (2)其次,运用博弈论对煤炭企业之间在绿色开采执行政策中的行为进行博弈分析,指出小型煤炭企业有可能采用“搭便车”的策略,同时煤炭企业与地方政府在绿色开采政策执行中也有博弈行为,对此本文进行了详细分析,给出了合理的相关建议。 (3)最后,本文对平煤四矿的矸石减排,矿井水资源化以及煤与瓦斯共采三种绿色开采技术进行了相关的经济成本效益分析,通过搜集数据,详细计算分析得出,平煤四矿采用绿色开采技术是能为企业带来一定的经济效益,并且对矿区以及矿区周边的生态环境也是大有益处。
[Abstract]:The sustainable development of coal mining and the establishment of friendly ecological environment are the main restricting factors in the process of coal economy development in China. In view of this problem, the state has put forward the green mining technology, and how to establish an effective guarantee system. To promote the implementation of green mining technology has become a problem to be solved. Therefore, this paper takes the incentive mechanism of green mining as the research object, points out that there are different incentive mechanisms in different stages of green mining technology from popularization to implementation, and analyzes the technical value of the promotion process of green mining technology. In the process of implementing green mining technology, the game behavior analysis is carried out, and the cost-benefit analysis is carried out in coal mining enterprises that have already carried out green mining. The specific research contents are as follows: (1) on the basis of analyzing the insufficient policy of green mining technology in our country, firstly, the paper analyzes the tool value of green mining technology system in detail. Ecological value and social value of green mining technology are analyzed by using economic growth model. This paper points out that the green mining technology system has the triple value of tool, ecology and society, which can directly show the advantages of the green mining technology system. (2) secondly, The game theory is used to analyze the behavior of coal enterprises in the implementation of green mining policies, and it is pointed out that small coal enterprises may adopt the strategy of "hitchhiking". At the same time, coal enterprises and local governments also have game behavior in the implementation of green mining policy, this article has carried on the detailed analysis, has given the reasonable related suggestion. (3) finally, this article reduces the emission of the coal gangue in the Pingshan No. 4 Coal Mine. Three green mining technologies, mine water resources and coal and gas mining, are analyzed in terms of economic, cost and benefit. Through collecting data and detailed calculation and analysis, it is concluded that, The adoption of green mining technology in Pingshan No. 4 Coal Mine can bring certain economic benefits to enterprises, and it is also of great benefit to the ecological environment of the mining areas and the surrounding areas.
