大庆市汽车产业发展战略研究

【摘要】：汽车产业产业链长、关联度高、就业面广、消费拉动力大,在国家实力增长和社会发展中发挥着极为重要的作用。近年来,美国、德国、法国等传统汽车强国产量增速放缓,日本、巴西等国产量增速呈现下滑趋势,而中国汽车产量则快速增长,产销量连续五年世界第一,打破原有世界汽车产业格局,在全球汽车产业的地位正加速提升。中国国内汽车产业已形成长三角、环渤海、华南、东北、中部与西南地区等六大产业集群发展格局。大庆市是典型的资源型城市,目前正处于城市转型的关键时期,把汽车产业列为重点接续产业加快发展。随着沃尔沃汽车大庆整车制造基地项目的建成,大庆市汽车产业的发展已经开启。本文从大庆市实际出发,通过研究国内外汽车产业集群的发展模式和汽车产业发展战略,运用产业生命周期理论、产业竞争力理论、产业集群理论和可持续发展理论,采用文献资料法、PEST分析法、SWOT分析法,专题分析与总体研究、理论研究与实证分析相结合等方法,对大庆市汽车产业发展的宏观环境和内部环境进行分析,总结得出大庆市发展汽车产业的优劣势以及机遇、挑战。目前,大庆市汽车产业的发展处于起步阶段,发展汽车产业具备一定的基础条件,但是产业集聚尚未形成,汽车产业基础薄弱。在分析的基础上,提出大庆市汽车产业发展的战略定位、战略目标以及战略实施。要充分发挥政府的政策引导作用,利用好东北老工业基地的集群特点,充分挖掘哈大齐工业走廊的优势,继续引进整车企业,吸引零部件企业在大庆建厂,加快打造千亿级汽车产业集群。在发展传统汽车产业的同时,重点培育新能源汽车等战略新兴产业,走高科技、现代化的路线,发展低碳经济,实现可持续发展。
[Abstract]:The automobile industry chain is long, the correlation degree is high, the employment scope is wide, the consumption pull power is big, plays the extremely important role in the national strength growth and the social development. In recent years, the output growth rate of the United States, Germany, France and other traditional automobile powers has slowed down, while that of Japan, Brazil and other countries has shown a downward trend, while the output of China has increased rapidly, leading the world in terms of production and sales for the fifth year in a row. Break the old world automobile industry pattern, the position in the global automobile industry is speeding up. China's domestic automobile industry has formed six industrial clusters, such as Yangtze River Delta, Bohai Rim, South China, Northeast, Middle and Southwest. Daqing is a typical resource-based city, which is now in the crucial period of urban transformation. With the completion of Volvo Daqing vehicle manufacturing base project, Daqing auto industry has been opened. Starting from the reality of Daqing City, this paper studies the development mode and strategy of automobile industry cluster at home and abroad, applies the theory of industry life cycle, the theory of industrial competitiveness, the theory of industrial cluster and the theory of sustainable development. This paper analyzes the macro and internal environment of automobile industry development in Daqing City by using the method of literature, pest analysis and SWOT analysis, special analysis and overall research, theoretical and empirical analysis, etc. Summed up the advantages and disadvantages of the development of automobile industry in Daqing City, as well as opportunities and challenges. At present, the development of automobile industry in Daqing is in the initial stage, and the development of automobile industry has certain basic conditions, but the industrial agglomeration has not yet been formed, and the foundation of automobile industry is weak. On the basis of analysis, this paper puts forward the strategic orientation, strategic objectives and strategic implementation of automobile industry development in Daqing city. It is necessary to give full play to the policy guidance role of the government, make good use of the cluster characteristics of the old industrial bases in Northeast China, fully tap the advantages of the Hada-Qi industrial corridor, continue to introduce whole car enterprises, and attract parts and components enterprises to build factories in Daqing. Speed up the building of a 100 billion-level automobile industry cluster. While developing the traditional automobile industry, we should focus on the cultivation of new energy vehicles and other strategic emerging industries, take the route of high technology and modernization, develop low-carbon economy, and realize sustainable development.
