国防科技工业能力评价体系研究

【摘要】:随着世界范围内科学技术的迅猛发展以及我国周边安全形势的不断变化,我国国防科技工业能力建设及评价成为了一个新的研究问题。论文对我国国防科技工业能力的含义进行了深入研究,构建了我国国防科技工业能力评价体系,对体系各部分的内容及功能进行了深入分析,为我国国防科技工业能力建设及评价提供理论和方法借鉴。论文在国防科技工业及国防科技工业能力相关理论的基础上,首先分析了国防科技工业的含义与特点,梳理了国防科技工业的发展历程,进而分析我国国防科技工业能力的含义、建设主体及基本内容,在能力建设影响要素的基础上,对能力的形成过程进行了深入分析;其次,结合国防科技工业能力相关内容,构建我国国防科技工业能力评价体系,包括能力评价基础、能力评价主体、能力评价对象及能力评价内容,对每部分的内容与功能进行了深入分析,根据各部分之间的相互关系,制定国防科技工业能力评价流程;再次,分析国防科技工业能力评价指标体系的功能,以企业层面为例,构建国防科技工业能力评价指标体系,并筛选适合国防科技工业能力评价的方法;最后,以国防A企业为例进行实证研究,验证评价体系的完备性与准确性,深入分析实证结果,完善国防科技工业能力评价体系,为我国国防科技工业能力建设及评价提供依据。
[Abstract]:With the rapid development of science and technology in the world and the continuous changes of the security situation around our country, the construction and evaluation of national defense science and technology industry has become a new research problem. In this paper, the meaning of national defense science and technology industry capability is deeply studied, and the evaluation system of national defense science and technology industry capability is constructed, and the contents and functions of each part of the system are deeply analyzed. To provide theoretical and methodological reference for national defense science and technology industry capacity building and evaluation. On the basis of the theory of national defense science and technology industry and national defense science and technology industry capability, this paper first analyzes the meaning and characteristics of national defense science and technology industry, and combs the development course of national defense science and technology industry. Then it analyzes the meaning, the main body and the basic content of the national defense science and technology industry ability, and analyzes the forming process of the ability on the basis of the influence factors of the ability building. Secondly, according to the related contents of national defense science, technology and industry capability, the evaluation system of national defense science and technology industry capability is constructed, which includes capability evaluation foundation, capability evaluation subject, capability evaluation object and capability evaluation content. The contents and functions of each part are deeply analyzed, and the evaluation process of national defense science, technology and industry capability is established according to the relationship between each part. Thirdly, the function of the evaluation index system of national defense science and technology industry capability is analyzed. Taking the enterprise level as an example, the evaluation index system of national defense science and technology industry capability is constructed, and the methods suitable for the evaluation of national defense science and technology industry capability evaluation are selected. Finally, take the national defense A enterprise as an example to carry on the empirical research, verifies the evaluation system's completeness and the accuracy, deeply analyzes the empirical result, consummates the national defense science and technology industry ability appraisal system, To provide the basis for national defense science and technology industry capacity building and evaluation.
