SCSW集团可持续发展战略制定与实施

【摘要】：中国水务行业发展正面临着诸如快速的城市化、差距极大的发展水平、严重的水资源短缺和水资源污染严重、日益增长的行业投资需求等挑战。2014年《水污染防治计划》(水十条)的出台为水务行业的发展带来了巨大的利好消息。“水十条”将为水务行业带来2万亿的投资,特别是在废水处理,水污染处理方面为水务行业的企业带来巨大的机会。四川作为国内的水资源大省,还是存在水资源分布不平衡等诸多问题。SCSW集团是在四川省委省政府的大力支持下成立的。其成立宗旨是利用平台优势进行投融资,依托资本市场,运用现代企业管理理念,引导各类资金流向水务行业,推动四川水务事业的发展,解决四川水资源分布不平衡的问题,提高四川水资源的利用程度以及盈利程度。由于SCSW集团成立时间较晚,组织结构不健全,并且水务事业具有营利性,公益性以及政策性三性合一的特点,SCSW集团的发展受到了严重的阻碍。制定一个行之有效的战略方针对SCSW集团的长远发展至关重要。本文拟从五个部分对SCSW集团可持续发展战略进行研究。第一章是绪论,主要阐述研究背景以及研究现状,梳理文献综述说明国内外研究现状,介绍本文的结构与框架思路。第二章将对水务行业竞争环境进行分析。本部分由四部分组成:行业宏观环境分析,行业投资主体分析,行业竞争格局分析,SCSW集团竞争环境分析。第三章是SCSW集团内部发展能力分析。第一节是SCSW集团业务特征分析。第二节是主要业务的BCG矩阵分析。第三节是SCSW集团的竞争能力评价。第四章是SCSW集团发展战略规划。第五章是SCSW集团战略保证措施。本章包括四节内容:政策制度支撑、优化内部治理结构、整合市场资源、创新融资策略。并明确了这些保障措施分别是在短期、中期、长期内可以实现的。本文的主要贡献是通过对SCSW集团可持续发展的制定与实施,为解决水务企业生存问题提供了借鉴。
[Abstract]:The development of water industry in China is facing such as rapid urbanization, great disparity in development level, serious water resources shortage and serious water pollution. The introduction of the Water pollution Prevention Plan (Water 10) in 2014 has brought great good news to the development of the water industry. "Water 10" will bring $2 trillion of investment to the water industry, especially in wastewater treatment and water pollution treatment, which will bring huge opportunities for water industry enterprises. As a big province of water resources in China, Sichuan still has many problems such as unbalanced distribution of water resources. SCSW Group was founded with the support of Sichuan Provincial Party Committee and provincial government. Its purpose is to make use of the advantages of the platform for investment and financing, rely on the capital market, use modern enterprise management concepts, guide all kinds of funds to flow to the water industry, promote the development of water affairs in Sichuan, and solve the problem of uneven distribution of water resources in Sichuan. Improve the use of water resources in Sichuan and the degree of profitability. The development of SCSW Group has been seriously hindered because of its late establishment, imperfect organizational structure, and the characteristics of the water affairs industry being profitable, commonweal and policy-oriented. It is important to develop an effective strategy for the long-term development of SCSW Group. This paper studies the sustainable development strategy of SCSW Group from five parts. The first chapter is the introduction, mainly expounds the research background and the research present situation, combs the literature summary to explain the domestic and foreign research present situation, introduces the structure and the frame thought of this article. The second chapter will analyze the competition environment of water industry. This part consists of four parts: industry macro environment analysis, industry investment subject analysis, industry competition pattern analysis, SCSW group competition environment analysis. The third chapter is the analysis of the internal development ability of SCSW Group. The first section is business characteristic analysis of SCSW Group. The second section is the BCG matrix analysis of the main business. The third section is the SCSW Group's competitiveness evaluation. The fourth chapter is the SCSW group development strategy plan. The fifth chapter is the strategic guarantee measures of SCSW Group. This chapter includes four sections: policy and system support, optimization of internal governance structure, integration of market resources, innovative financing strategies. And clear that these safeguards are in the short-term, medium-term, long-term can be achieved. The main contribution of this paper is to make and implement the sustainable development of SCSW Group, which can be used for reference to solve the problem of water enterprises' survival.
