【摘要】：尽管当前我国对外贸易出口增长率呈现缓慢下降趋势,但是,随着关税壁垒、许可证等非关税壁垒的影响力逐渐增加,我国出口纺织企业今后的发展前景十分不容乐观。以技术标准、技术法规、合格评定程序等为主的技术贸易壁垒将在今后长期存在,对我国出口贸易的影响也将逐渐加大[2]。据相关部门不完全的统计,在中国有百分之六十上下的出口加工企业曾经或多或少的遭受过国外相关部门的技术性的贸易壁垒。每年约有五百亿美元的出口产品受到技术性壁垒的严重影响,而受到影响的纺织产品额高达八十亿万美元。而技术性贸易壁垒又不同于其他壁垒,常常对出口外贸企业带来无形的、巨大的、不可估量的经济损失,现在已经渐渐引起了中国有关纺织产品企业的重视。只不过因为大部分的出口纺织产品企业对于技术贸易性保护措施还不够了解,在出口纺织产品的时候,遭受相关国家的技术性贸易措施常常会措手不及,这在一定范围内影响了纺织产品在中国出口的总额度。本文立足于中国正式融入WTO体系的角度,与当前全球经济发展动态及国际贸易环境变化相结合,从我国出口贸易实情出发,提及到经济、政治等方面,注重理论联系实际,通过借鉴美国、欧盟、日本等国经验,指出技术贸易壁垒对出口纺织企业的影响。之后,以几个具体的纺织出口企业为例,分别阐述了目前纺织出口企业自身具体特点对应的技术性贸易措施,论证了纺织企业采取技术性贸易措施的必要性。在本文的最后两大章节,通过分析目前出口额比较有代表性的纺织企业案例,针对这些纺织企业在发展过程中遇到的问题和应对的具体措施,总结目前中国纺织企业在大环境下存在的利弊,并且试图找出一条适合中国纺织企业前进的路。提出企业实施技术性贸易措施时需要进一步改进的地方,包括加强品牌建设、提高国际贸易信息学习意识、重视技术创新等等,为我国出口纺织企业技术性贸易措施研究提供现实支撑,具有一定实践价值。
[Abstract]:Although China's foreign trade export growth rate declined slowly, however, with tariff barriers, licenses and other non-tariff barriers influence gradually increased and the development prospects of China's textile export enterprises in the future is not optimistic. The technical standards, technical regulations, conformity assessment procedures, such as technical barriers to trade will remain for a long time there's impact on China's export trade will gradually increase the [2]. according to the statistics of relevant departments not complete, in Chinese export processing enterprises of over sixty percent had more or less experienced foreign technical barriers to trade. The relevant departments have seriously affected about $fifty billion export products by technical barriers and every year. Affected by the textile products amounted to $Bashiyiwan. Technical barriers to trade are different from other barriers, often bring on the export of foreign trade enterprises Invisible, huge, immeasurable economic loss, now has gradually attracted the Chinese textile products enterprises. But because most of the textile export enterprises for trade protection measures is not enough to understand, when the export of textile products, from the technical trade measures of relevant countries will often be taken by surprise, this effect the total amount of the export of textile products in China in a certain range. This paper is based on the Chinese formally integrated into the WTO system, and the global economic development and international trade environment changes combined from the perspective of China's export trade situation, referring to the economic, political and other aspects, focusing on theory and practice, by referring to the United States, the European Union, Japan and other countries experience, pointed out that the impact of technical barriers on the export of textile enterprises. After taking several specific textile export enterprises as an example, respectively. The textile export enterprises the specific characteristics of the corresponding technical measures to trade, demonstrates the necessity of textile enterprises to take technical measures to trade. In the last two chapters, through the analysis of the current export volume is more representative of the textile enterprise case, the specific measures for these textile enterprises in the development process problems and coping, summarize the pros and cons exist in the environment of the Chinese textile enterprise, and try to find a suitable way. Chinese textile enterprises put forward technical measures to trade enterprise implementation needs to be further improved, including strengthen brand building, improve the international trade information learning consciousness, attach importance to technological innovation and so on, to provide practical support for the research of China's export trade measures of textile enterprise technology, has a certain practical value.
