长春市政府购买居家养老服务问题研究

【摘要】：当前,随着老年人口的不断增加,养老问题日益突出,已成为影响社会健康发展的重要因素。国家历来重视养老服务工作,近些年来也相继出台了针对养老问题的政策、措施,缓解社会养老压力。政府在养老服务保障方面发挥着主导作用,但面对如此庞大的老年人口规模,政府自身完全解决所有老年人的养老问题也是不现实的。因此,对有养老困难的老年群体实行政府购买居家养老服务,既可以解决部分老年人的养老难题,又可以通过政府购买服务催生养老服务市场化,让市场在养老服务中充分发挥作用,还可以促使政府转变职能,更好发挥服务职能,实现社会治理现代化。本文以长春市政府购买居家养老服务的实践展开研究,在对长春市政府购买居家养老服务的实践做法进行调研、分析后,得出其实践过程中存在的问题主要有:一是政府购买居家养老服务的信息公开不充分;二是政府购买资金投入不足;三是服务人员的服务理念和个人素质参差不齐;四是服务供给与需求不对接。分析问题产生的原因主要从政府方面、居家养老社会组织方面、老年人方面为逻辑出发点,具体分析导致问题产生的相关原因。针对长春市在政府购买居家养老服务实践中存在的问题以及原因的分析,以“三元主体”为架构,笔者对长春市政府购买居家养老服务提出完善对策:一是加强政府购买居家养老服务的制度建设;二是促进居家养老社会组织发展的健康发展;三是提高老年人参与政府购买居家养老服务的积极性和主动性。

This paper carries out a study on the practice of Changchun municipal government to purchase home pension services, after the investigation and analysis of Changchun municipal government to purchase the practice of home care services.
