舟山市现代海洋服务业发展政府管理研究

【摘要】：20世纪80年代以来,全球主要发达经济体呈现出从“工业型经济”向“服务型经济”加速转变的趋势,发达国家三次产业中第三产业(服务业)的比重越来越高,在国家经济结构中成为了最重要的增长极,成为了衡量一个国家或地区是否发达的重要标准之一。这在美国、新加坡、日本乃至于我国的香港、青岛市、杭州市的实践中已经得到了充分的证明。本文梳理并比较了这些成功范例,受到了启示,现代服务业发展有其内生的市场规律,与一、二产业发展相伴而生,分离发展,是一个“从产业服务化到服务产业化”的过程,但是也可以看见,政府通过出台扶持、刺激、引导政策,加强规划引领之后,现代服务业的发展速度和集聚度明显提升,政府的“有形之手”起到了非常重要的作用。除了实证之外,本文对现代服务业发展政府干预理论、钻石模型理论、产业结构理论、经济社会发展阶段理论的基础理论进行了研究学习,也在理论上证成了政府在现代服务业发展中的巨大促进作用。2011年6月30日,国务院批复设立浙江舟山市群岛新区。舟山市作为群岛城市,海洋经济的比重是全国最高的城市,同时有着极其丰富的海洋资源,为现代服务业特别是海洋服务业发展提供了广阔的发展空间。为了准确分析舟山市群岛新区发展现代海洋服务业的优势与劣势、机遇和挑战,笔者对影响舟山市现代海洋服务业发展的各种因素进行了比对SWOT分析。最后,在学理研究基础上,在对舟山市政府现代海洋服务业发展的管理现状进行全面考察后,本文提出了舟山市进一步加强现代海洋服务业政府管理的四点对策建议：明确发展战略并完善规划体系、推进现代海洋服务业集聚发展、加快建设现代海洋服务业公共平台、完善政府管理的体制机制。
[Abstract]:Since 1980s, the major developed economies in the world have been changing from "industrial economy" to "service economy". The proportion of tertiary industry (service industry) in the three industries of developed countries is getting higher and higher, which has become the most important growth pole in the national economic structure. It has become one of the important criteria to measure whether a country or region is developed. This is in the United States, Singapore, Japan and even our Hong Kong, Qingdao City. Hangzhou has been fully proven in practice. This paper combed and compared these successful examples, and received inspiration. The development of modern service industry has its own endogenous market law, accompanied by the development of the first and second industries. Separation and development is a process of "from industrial service to service industrialization", but it can also be seen that the government through the introduction of support, incentives, guidance policies, after strengthening planning guidance. The development speed and concentration of modern service industry is obviously improved, and the "tangible hand" of government plays a very important role. In addition to empirical evidence, this paper discusses the theory of government intervention and diamond model theory in the development of modern service industry. The theory of industrial structure, the basic theory of the stage of economic and social development has been studied and studied, and it has also become a huge promotion role of the government in the development of modern service industry. As an archipelagic city, Zhoushan City has the highest proportion of marine economy in the country, and has extremely rich marine resources. In order to accurately analyze the advantages and disadvantages, opportunities and challenges of the development of modern marine services in the new area of Zhoushan Archipelago, this paper provides a broad development space for the modern service industry, especially the marine service industry. The author compares various factors that affect the development of modern marine service industry in Zhoushan City. Finally, on the basis of theoretical research. After a comprehensive investigation on the management status of modern marine service industry in Zhoushan city. This paper puts forward four countermeasures for further strengthening the government management of modern marine service industry in Zhoushan City: defining the development strategy and perfecting the planning system to promote the agglomeration development of modern marine service industry. We will speed up the construction of a public platform for modern marine services and improve the institutional mechanism for government management.
