吉林省承接服务外包影响因素分析

【摘要】:近年来,跨国公司出于提高核心竞争力和支持创新的动机,开始将附加值较低的业务和非核心业务转移给外部专业的承包商,从而服务外包作为分工和专业化的产物也得到迅速的发展。随着跨国公司的深入发展,服务外包已经发展成为一种普遍的经济活动,并且在经济全球化进程中扮演着及其重要的角色。在“十二五”期间,中国的服务外包进入了跨越发展的阶段,已经成为世界上仅次于印度的第二大离岸接包国。然而,中国的服务外包地域上有发展不平衡的现象:目前形成了长三角、珠三角、环渤海和中西部地区的产业集聚格局,在格局之外的地区外包发展相对较缓慢,有些地区的服务外包甚至停滞不前。吉林省是一个典型的位于产业格局之外的地区,为了享受发展服务外包带来的经济效应,吉林省也应该大力支持服务外包的发展。《长吉图规划纲要》和《吉林省国民经济和社会发展第十二个五年规划纲要》的发布和实施就是服务外包发展强有力的支撑。此外,2015年,两会提出“一带一路”的宏伟战略构想,也指明要积极发展对外贸易。可见,吉林省政府对服务外包的发展比较重视,再加上国家良好的政策环境的支持,应该抓住机遇,促进服务外包快速发展。除此之外,针对服务外包发展滞后地区的研究很匮乏,所以,研究吉林省承接服务外包的影响因素就很有必要,也具有一定的理论意义和现实意义。本文首先梳理了服务外包的相关文献资料,整理出国内外的研究现状,其次,结合数据分析了吉林省服务外包的发展现状和发展优势,结合国内外相关研究和吉林省的特殊情况以及数据的可得性,提炼出吉林省承接服务外包的五个影响因素:市场规模、基础设施、劳动力成本、人力资源和科技发展水平。然后建立回归模型,对实证结果进行分析。结果表明:市场规模、基础设施和科技发展水平与服务外包承接规模呈正相关,劳动力成本与服务外包承接规模呈负相关,然而,人力资源与服务外包承接规模呈正相关这一假设没有得到验证。在本文的最后一章,结合实证分析的结果,提出了几点建议:注重相关领域人力资源的培养,大力建设基础设施,小规模企业“抱团”合作,建立服务外包协会,大力承接韩国、日本的BPO业务,加大与服务外包示范城市的服务外包合作等。
[Abstract]:In recent years, TNCs, motivated to enhance core competitiveness and support innovation, have begun to transfer lower-value-added and non-core operations to outside professional contractors. As a result, service outsourcing, as a product of division of labor and specialization, has also developed rapidly. With the further development of multinational companies, service outsourcing has developed into a universal economic activity. And it plays an important role in the process of economic globalization. During the 12th Five-Year Plan period, China's service outsourcing has entered the stage of leapfrogging development. It has become the second largest offshore contracting country after India in the world. However, there is imbalance in the development of service outsourcing in China: the Yangtze River Delta and the Pearl River Delta have been formed. The pattern of industrial agglomeration around Bohai Sea and central and western regions is relatively slow in areas outside the pattern of outsourcing. In some areas, service outsourcing even stagnates. Jilin Province is a typical region outside the industrial structure, in order to enjoy the economic effects of development service outsourcing. Jilin Province should also vigorously support the development of service outsourcing. The release and implementation of the "Changji Tu Planning outline" and the 12th Five-Year Plan outline for the National Economic and Social Development of Jilin Province are strong for the development of service outsourcing. Support. Besides. In 2015, the two sessions put forward the grand strategic concept of "Belt and Road", and also pointed out the need to actively develop foreign trade. It can be seen that the Jilin Provincial Government attaches more importance to the development of service outsourcing. Combined with the support of good policy environment, we should seize the opportunity to promote the rapid development of service outsourcing. In addition, the research on the lagging areas of service outsourcing development is very scarce, so. It is necessary to study the influencing factors of service outsourcing in Jilin Province, and also has certain theoretical and practical significance. Firstly, this paper combed the relevant literature of service outsourcing, and sorted out the current research situation at home and abroad. Secondly, combined with the data analysis of Jilin Province service outsourcing development status and advantages, combined with domestic and foreign related research and Jilin Province's special situation and the availability of data. Abstract the five influencing factors of service outsourcing in Jilin province: market scale, infrastructure, labor cost, human resources and the level of scientific and technological development. Then establish a regression model. The empirical results show that: market size, infrastructure and scientific and technological development level and service outsourcing scale is positively correlated, labor costs and service outsourcing undertaking scale is negative correlation, however. The hypothesis of positive correlation between human resources and service outsourcing undertaking scale has not been verified. In the last chapter of this paper, combined with the results of empirical analysis, several suggestions are put forward: pay attention to the cultivation of human resources in related fields. We should make great efforts to build infrastructure, cooperate with small scale enterprises, establish service outsourcing association, undertake BPO business in Korea and Japan, and increase service outsourcing cooperation with service outsourcing demonstration cities.
