基于“三农”问题的河南省供销社改革研究

【摘要】:近年来,我国供销合作社在各级政府政策的指导与推动下,由此开启了新一轮以为农服务、推动“三农”发展为核心目标的综合改革活动。文章在系统分析河南省供销合作社综合改革之后,主要得出以下几个方面的结论:一是河南省供销合作社形成了加快推进农业现代化、推动农村全面小康社会建设、促进广大农民增收致富三大改革目标,建构起为农服务五大平台系统和四大体系的改革内容,制定出创建“耕、种、管、收、贮、销”一体化现代农业生产服务体系,建构“以线为主、以点带面”的现代农产品物流服务体系,实施“互联网+供销”的一体化农村电子商务服务体系,开展“形式多样、功能齐全”的农村合作金融业务体系,建构“组织升级、融合发展”的基层社与联合社组织体系,建构“教育、协会”协调发展的事业单位和社团组织体系方面的改革措施。二是河南省供销合作社综合改革扎根农村积累的丰富资源为推动“三农”发展所提供的资源保障,同时也有试点工程为推动“三农”发展所提供的丰富的经验保障,组织领导与目标考核为推动“三农”发展所提供的管理保障等,初步形成农村现代流通网络体系,初步完成基层社与联合社的升级,稳步推进社有的企业升级与转型等等,但同时也带来了过度市场化运营导致其偏离为农服务目标和借用行政力量逐步垄断农村的各行业市场的负面影响。三是当前河南省供销合作社改革存在问题包括基层社与联合社改革避重就轻问题明显,现代化与系统化服务平台建设停滞不前,农村合作金融服务形式单一且水平较低,社有企业改革重业务而轻体制问题突出等等,而原因在于固有利益团体阻碍供销社实质性改革,缺乏足够运营经费的投入限制改革的推进,人才匮乏致使供销社改革无法突破性发展,缺乏有效的改革监督、评估与奖惩机制等。四是文章建议河南省供销合作社要从“改革”和“保障”两个方面协调冲破利益藩篱,促进改革深化,从“审核、监督和评估”的角度,形成科学合理督促与激励机制;要创新运营模式来拓展经费来源渠道,形成“点面结合”的供销合作社综合改革人才引进机制,由此才能保证供销合作社改革工作的顺利、高效实施,发挥其在推动农业现代化、农村小康化、农民增收致富过程中应用的作用。
[Abstract]:In recent years, under the guidance and promotion of the government policies at all levels, the supply and marketing cooperatives in our country have opened a new round of comprehensive reform activities to serve agriculture and promote the development of agriculture, countryside and farmers.After systematically analyzing the comprehensive reform of supply and marketing cooperatives in Henan Province, the paper draws the following conclusions: first, the supply and marketing cooperatives of Henan Province have formed and accelerated the modernization of agriculture and promoted the construction of a well-off society in rural areas.To promote the three reform objectives of increasing peasants' income and becoming rich, to construct the reform contents of five platforms and four systems of serving agriculture, and to formulate and establish an integrated modern agricultural production service system of "ploughing, planting, managing, collecting, storing and selling".To construct the modern agricultural product logistics service system, to implement the integrated rural electronic commerce service system of "Internet supply and marketing", and to develop the rural cooperative finance business system of "various forms and complete functions".To construct the organization system of "organization upgrade, integration and development", and to construct the reform measures of "education, association" coordinated development of institutions and association organization system.Second, the abundant resources accumulated by the comprehensive reform of supply and marketing cooperatives in Henan Province to promote the development of agriculture, rural areas and farmers, and the rich experience provided by the pilot projects to promote the development of "agriculture, countryside and farmers".Organizing leadership and objective assessment to provide management support for promoting the development of "three rural areas, rural areas", and so on, so as to initially form a modern rural circulation network system, initially complete the upgrading of grass-roots and joint cooperatives, and steadily promote the upgrading and transformation of some enterprises in the cooperatives, etc.But at the same time, it also brings about the negative influence of excessive market-oriented operation, which leads to its deviation from the goal of serving agriculture and gradually monopolizing the market of various industries in rural areas by using administrative power.Third, the problems existing in the reform of supply and marketing cooperatives in Henan Province include the obvious problems in the reform of grass-roots and joint cooperatives, the stagnation in the construction of modernization and systematization service platforms, the single and low level of rural cooperative financial services.The problems such as enterprise reform, which emphasizes business rather than system, are prominent, and the reason is that inherent interest groups hinder the substantive reform of supply and marketing cooperatives, and lack of sufficient investment in operating funds to limit the promotion of reform.The shortage of talents leads to the failure of the reform of supply and marketing cooperatives, the lack of effective reform supervision, evaluation, reward and punishment mechanism and so on.Fourthly, the article suggests that the supply and marketing cooperatives in Henan Province should break through the interests barriers from the two aspects of "reform" and "guarantee", promote the deepening of the reform, and form a scientific and reasonable supervision and incentive mechanism from the angle of "examination, supervision and evaluation".It is necessary to innovate the operation mode to expand the sources of funds and to form a "point-to-face" mechanism for the comprehensive reform of supply and marketing cooperatives, so as to ensure the smooth and efficient implementation of the reform of supply and marketing cooperatives.Play its role in promoting agricultural modernization, rural well-off, farmers to increase income and wealth in the process of application.
