中国贸易便利化测度及国际比较

【摘要】：随着全球经济与贸易的持续发展,以关税代表的典型的贸易障碍对国际贸易的干扰和阻碍已不断减退。贸易便利化问题逐步受到重视,各国希望通过提高口岸工作效率,改善海关环境和规制环境,加强电子商务应用等方式来促进各国经济增长。然而作为世界贸易大国,我国贸易便利化发展较晚,水平相对落后。毋庸置疑,较高的贸易便利化水平可以促进我国贸易经济的发展。本文主要通过六部分内容进行阐述。首先通过叙述选题背景及意义,引出全文有关贸易便利化的主题。第二部分回顾国内外相关的研究现状及成果,同时进行简单述评。第三部分简单阐述其概念定义、发展历程等方面。借鉴Wilson的研究成果,本文建立了相关的测评指标体系。第四部分通过层次分析法,对各个指标的权重进行确定。本文依据测评体系建立模型,测算出2008-2014年中国贸易便利化综合得分,以及2014年中国及选取的其他国家的综合得分。纵向分析我国近六年的贸易便利化发展水平,同时对2014年的测算结果进行国家间的横向比较。结果表明,我国近些年贸易便利化水平逐步递增,上升趋势明显。2014年,在所选取的20个国家中,中国位列第十三位,落后于新加坡、欧盟、美国、日本和南非等国家,领先于俄罗斯、巴西、印度等发展中国家。在规制环境项目中,我国已超过美国、澳大利亚、韩国和其余四个金砖国家。但是从整体上来判断,中国贸易便利化水平与发达国家之间仍有较大差距。第五部分,本文具体的分析了我国在口岸建设、海关工作、规章制度、电子商务领域的主要问题,并提出加强口岸建设、简化通关流程、增强规制透明名度、完善制度、推行电子商务、培养人才、加强国际合作等建议。最后阐述本文结论。
[Abstract]:With the continuous development of global economy and trade, the interference and hindrance to international trade caused by the typical trade barrier represented by tariff has been decreasing. The problem of trade facilitation has been paid more and more attention. Countries hope to promote the economic growth by improving the working efficiency of ports, improving the customs environment and regulatory environment, strengthening the application of electronic commerce and so on. However, as a big trading country in the world, China's trade facilitation develops relatively late and the level is relatively backward. There is no doubt that a higher level of trade facilitation can promote the development of China's trade economy. This article mainly through six parts to elaborate. First of all, by describing the background and significance of the topic, the full text of the theme of trade facilitation. The second part reviews the domestic and foreign related research status and achievements, at the same time a simple review. The third part simply explains its concept definition, development course and so on. Based on Wilson's research results, this paper establishes a related evaluation index system. In the fourth part, the weight of each index is determined by analytic hierarchy process. Based on the model of evaluation system, this paper calculates the comprehensive scores of China's trade facilitation from 2008 to 2014, as well as the comprehensive scores of China and other selected countries in 2014. The development level of China's trade facilitation in recent six years is analyzed vertically, and the calculated results in 2014 are compared horizontally among countries. The results show that the level of trade facilitation in China has gradually increased in recent years, with a marked upward trend. In 2014, China ranked 13th among the 20 countries selected, lagging behind Singapore, the European Union, the United States, Japan and South Africa. Ahead of Russia, Brazil, India and other developing countries. China has overtaken the United States, Australia, South Korea and the other four BRICS countries in regulatory environmental programs. But judging from the whole, there is still a big gap between China's trade facilitation level and developed countries. In the fifth part, this paper analyzes the main problems in the field of port construction, customs work, rules and regulations, electronic commerce, and proposes to strengthen port construction, simplify the customs clearance process, enhance the transparency of regulation, and improve the system. Promote electronic commerce, train talent, strengthen international cooperation and other suggestions. Finally, the conclusion of this paper is expounded.
