中国综合保税区通关便利化水平研究

【摘要】：近年来,世界各地的经济、政治形势并不乐观,也使得我国无论经济还是政治都处于比较被动的状态。但是危机中往往孕育着生机,我国政府能紧紧的把握住这历史机遇,尽最大努力激发我国经济的二次快速增长。在这一形势的触发下,我国借鉴发达国家的成功经验以及与我国各方面的实际情况,同意了在全国各地设立综合保税区这一政策。综合保税区能够在很大程度上带动当地经济的发展,特别是中西部这些内陆地区,他们没有可以与外国直接交流的港口,所以经济的发展只能靠本地区自力更生。综合保税区的建立,对于我国经济的增长来说无疑是等于重生。目前我国重要的综合保税区有42个,由于地理位置及各地政府政策的不同,各综合保税区的通关便利情况也不同。这篇文章将中国综保区分东部的综保区、中部的综保区、西部综保区。先后分析这三个经济带的综合保税区分布状况,2016年和2015年的进出口额状况,以及通关相关的指标状况;之后再从这些状况中分析出我国综合保税区通关便利化中存在的的问题;第四部分借鉴以前学者所建立的贸易便利化综合测评体系,也构建出了通关便利化水平测评体系,并对我国东、中、西部地区的部分综合保税区进行通关便利化水平测评,同时也对东中西部这三个大的经济地区的通关便利水平进行了测评;最后一部分针对如何提高我国通关便利水平提出了个人的建议,这些建议又分别是针对我国总体的综合保税区所提出的,也有分别针对我国东部、中部、西部三大经济带的综合保税区的特殊情况提出的。本文主要创新点是首次对低于国家级别的地区进行通关便利化水平研究,而本文还是针对我国综合保税区这一新兴的经济区进行通关便利化水平的研究。
[Abstract]:In recent years, the economic and political situation in all parts of the world is not optimistic, which makes China's economy and politics in a relatively passive state. But the crisis often gives birth to vitality. Our government can grasp this historical opportunity and try our best to stimulate the two rapid growth of China's economy. Under the trigger of this situation, I As a reference to the successful experience of developed countries and the actual situation in all aspects of our country, the country has agreed to establish a comprehensive bonded zone in all parts of the country. The comprehensive bonded zone can promote the development of the local economy to a great extent, especially in the central and western regions, and they have no port to communicate directly with foreign countries, so the economy is so economical. The development of the comprehensive bonded zone is no doubt equal to the rebirth of our country's economic growth. At present, there are 42 important comprehensive bonded zones in our country. Because of the different geographical position and the different government policies, the customs of the comprehensive bonded areas are different. This article distinguishes China's fully mechanized insurance from the East. The comprehensive protection area of the Ministry, the comprehensive insurance area in the middle and the Western comprehensive insurance area, analyzed the distribution of the comprehensive bonded zone in the three economic zones, the status of the import and export volume in 2016 and 2015, as well as the related indexes of customs clearance, and then analyzed the problems in the facilitation of the comprehensive bonded zone in China, and the fourth part for reference. The comprehensive evaluation system of trade facilitation established by previous scholars has also established the level evaluation system of customs clearance and convenience, and evaluates the level of customs clearance and convenience for some comprehensive bonded zones in East, middle and western regions of China. At the same time, it also evaluates the customs and convenience levels of the three large economic areas in the East and west regions; the last one is the last one. The points put forward personal suggestions on how to improve the level of customs clearance in China. These suggestions are put forward for the general bonded zone in China, and the special circumstances of the comprehensive bonded zone, which are respectively aimed at the three economic zones in the eastern, central and western regions of China. The main innovation of this paper is for the first time to lower than the state level. The study on the level of convenience of customs clearance is carried out in the region. In this paper, we study the level of clearance convenience in China's comprehensive bonded area.
